It was expected that the regional review would address issues related to sexual and reproductive health, gender equality and youth empowerment as well as emerging future challenges, such as low fertility, population ageing, international migration, rapid urbanization and the impacts of environmental change on population.

Section II, title X, article 328 of the Family Code states: “When the health, safety, morality or education of a minor are jeopardized or insufficiently protected owing to the immoral behaviour or disability of the father and mother or of the person accorded the right of guardianship, or when, owing to misconduct or unruly behaviour, a minor gives these individuals cause for very serious dissatisfaction or renders them incapable of exercising guidance, the juvenile judge may on his own initiative, at the behest of the public prosecutor or at the behest of the father, mother or guardian, rule that the minor shall, for a period not to extend beyond the date of his coming of age, be visited regularly by a social worker or placed on probation.

Equally relevant are the Convention on the Elimination of All Forms of Discrimination against Women, article 12, concerning the obligation of States to eliminate discrimination against women in health care; the Convention on the Rights of Persons with Disabilities, article 25 (b), which requires that health services be “designed to minimize and prevent further disabilities, including among children and older persons”; and the International Covenant on Civil and Political Rights, article 7, which prohibits torture or cruel, inhuman or degrading treatment or punishment and includes the prohibition of medical or scientific experimentation without free consent.

Moreover, the delegation noted that, although male adolescent detainees were separated from adults, as provided by law, female adolescent detainees lived with adult women detainees.

Part Two summarizes the rights and freedoms as: right to life and human dignity, liberty, rights of the women and children, rights to a privacy, rights to a fair trial and litigation , right to own property, right to religion, right to education, right to participate in voting, right of persons with special needs and elderly, right to public health care, rights to access information, rights of ethnic and cultural communities and the equality before the law; freedom of conscience, expression, assembly, movement and association, freedom from torture, slavery, servitude and forced labour and restriction on death penalty.

(i) Legal liability of the registered medical practitioner for performing an organ transplant on a patient without first obtaining the latter's consent because of his illness or impaired state of consciousness or his being a minor, a mentally incapacitated person; whether relatives of a patient who could not give consent might give consent on behalf of the patient; and what would happen if the relatives had no consensus on whether to give consent.

The new Constitution (ratified on 7 August 2008) guarantees civil and political rights and fundamental freedoms including, inter alia: the right to life; right to nondiscrimination; right to fair and public trials; protection from arbitrary detention; right to bail; freedom from forced confession; right to legal aid; prohibition of torture or degrading treatment; right to appeal; access to compensation for unlawful arrest or detention; right to vote (voting age reduced to 18) and to hold public office; freedom of opinion and expression; right to privacy; right to information; freedom of association; freedom of assembly; freedom of movement; and provision of special protection to vulnerable groups, including children, adolescents, elders, and people with special needs.

The long-term objectives of the state for reducing poverty include reducing and preventing poverty of families with children, preventing exclusion of children with special needs, improving independent coping of people with disabilities, ensuring adequate income for elderly people, ensuring decent social assistance, and preventing long-term dependency on assistance and benefits.

The Consultant interviewed a representative range of organisations in both the non-profit-making and the commercial sectors. The major findings are that (a) there should be a focal theme which clearly distinguishes the Centre for Youth Development (CYD) from other youth-related facilities; (b) the facilities and equipment inside the CYD should be flexibly designed to cater for the changing demands in the market (especially the youth market); and (c) there should be sufficient commercial interest in providing management and operation services for either a part or the whole of the CYD.

Bearing in mind that the ways in which the challenges and potential of young people are addressed will influence current social and economic conditions and the well-being and livelihood of future generations, Ministers stressed the need for further efforts to promote interests [...] [...]

A second direction for new initiatives will probably be found in outreach for raising awareness among the general public on the potential of our planet for future generations and to encourage young people to learn more about our home planet, its powers, its beauty and its challenges.

Recalling two of the Millennium Development Goals, one calling for universal access to primary education and the other calling for an end to gender disparity in education, and two goals in the “Education for all” Dakar framework of action: (a) expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children; and (b) ensuring that the learning needs of all young people and adults are met through equitable access to appropriate learning and life skills programmes, and article 24 of the Convention on the Rights of Persons with Disabilities, we urge Member States to consider the right to education for persons with disabilities, especially children, in their overall national education strategies.

The three fundamental goals of the PRS are: dynamic development and economic growth, focusing on job creation in the private sector; prevention of new poverty as a consequence of the forthcoming modernization and restructuring and the rationalization of State and its fundamental functions; efficient implementation of existing programmes and creation of new programmes, measures and activities directly targeting the poorest and socially most vulnerable groups, with a focus on the underdeveloped regions (children, the elderly, persons with disabilities, refugees and internally displaced persons, the Roma, the rural population and the undereducated), particularly in the least developed regions.

The male adolescent detainees claimed that segregation was virtually non-existent: for example, adult male detainees come to the minors’ unit to use the toilets.

The Chief of the Development and Economic and Social Issues Branch, OHCHR, in reference to the findings in the report of the Secretary-General pursuant to General Assembly resolution 65/182 (A/66/173), underscored that age-related discrimination was one of the most frequent challenges faced by older persons around the world.

The difference between the valuation of investment position as prescribed by IAS 39 and as disclosed in Note 2.4 to the financial statements, and the methodology indicated in the Sub-Fund's Trust Deed dated 6 August 2011 results in a difference in the calculation of the Sub-Fund's net asset value of RMB7,337,726 (2011: RMB10,842,390) as of 31 December 2012 for the purpose of calculating the net asset value per unit for processing subscription and redemptions in the Sub-Fund.

The conference on rights and realities in promoting sexual and reproductive health and rights, organised by Youth Incentives and World Population Foundation, November 10-11, 2008, in Rotterdam, The Netherlands, discussed a rights-based approach to sexual and reproductive health in the realities of the working environments of participants, with the objective of reaching reproductive health for all by 2015.

There were, likewise, many elements of tannaitic tradition, especially the midrashic exegesis of the Bible, as well as numerous halakic interpretations, lexicographical and material, which were ready for incorporation into the Talmud in its more restricted meaning of the interpretation of the Mishnah of Judah I. When this Mishnah became the standard halakic work, both as a source for decisions of questions of religious law, and, even more especially, as a subject of study in the academies, the Talmud interpretation of the mishnaic text, both in theory and in practise, naturally became the most important branch of study, and included the other branches of traditional science, being derived from the Halakah and the Midrash (halakic exegesis), and also including haggadic material, though to a minor degree.

It is only through access to safe and nutritious food that those living in poverty and are most at risk of chronic malnutrition, in particular women, children and the elderly, can improve their health and nutrition status.

The continued expansion of settlements in the West Bank, the construction of hundreds of homes, Israel’s continued approval of similar projects, and its imposition of its laws and administration on the occupied Syrian Golan had adverse consequences for the human rights and fundamental freedoms of its people, young and old, individuals and families alike.

Some of the most prominent organizers of these events are Alem Teklaigiorgis, Chairman of the National Holidays Coordinating Committee in Sweden; Sirak Bahlbi, an Eritrean and United Kingdom dual citizen and close associate of Mr. Gebrehiwot, who is one of the coordinators of the United Kingdom chapter of the Youth PFDJ.

The Committee believes that measures are needed to guarantee respect for such principles as the right of such minors to receive treatment that promotes their reintegration into society, the use of detention and imprisonment only as a last resort, the right of minors to be heard in criminal proceedings relating to them and the right to receive appropriate legal assistance.

Welcoming the fifth World Youth Congress, to be held in Istanbul, Turkey, European Capital of Culture 2010, from 31 July to 13 August 2010, and the initiative of the Government of Mexico to host a World Youth Conference, in Mexico City from 24 to 27 August 2010, both of which will focus on the issue of youth and development in the context of the Millennium Development Goals, as well as the inaugural Youth Olympic Games, to be held in Singapore from 14 to 26 August 2010, the aim of which is to inspire young people around the world to embrace, embody and express the Olympic values of excellence, friendship and respect

The effects of the many difficulties they were currently experiencing, such as high unemployment, environmental degradation, armed conflicts, hunger and lack of education, would be felt by the current and future generations.

This objective comprises, for instance, a review of the legislation currently in force with a view to incorporating within it the general principles of the Convention on the Rights of the Child, promotion of investigations to prevent risk situations and lack of protection among children and adolescents in Spain and the development and consolidation of management systems of a high standard in the specialist services for the protection of minors.

With regard to education and sustainable lifestyles, if the percentage of educated young people is to be increased and the problem of unsustainable lifestyles addressed, the following are essential: (a) the development of national strategies and programmes for education and the eradication of illiteracy, and the implementation of the internationally agreed goals in the field of education; (b) issues relating to sustainable consumption and production and a sustainable lifestyle must be incorporated into official curriculums; (c) “green” building standards must be enhanced, and ecological relations and fuel efficiency standards must be raised; (d) awareness must be raised through the media and non-governmental organizations of the importance of preserving environmental resources and using products and services efficiently.
