Working Group II was chaired by Johann Paschalis (South Africa) and held nine meetings from 31 March to 14 April.

The Chairman( spoke in French ): I shall now give the floor to Mr. Johann Paschalis, representative of South Africa and Chair of Working Group II, to introduce the Group’s report on agenda item 5, entitled “Elements of a draft declaration of the 2010s as the fourth disarmament decade”, as contained in document A/CN.10/2010/CRP.4.

(South Africa), Chair of Working Group II: As agreed in 2009, the Working Group this year continued its work on the basis of the Chairman’s non-paper.

At its 1st plenary meeting, on 9 May, statements were made by Abdullah Gül, President of the Republic of Turkey, President of the Conference; Ban Ki-moon, Secretary-General of the United Nations; Joseph Deiss, President of the sixty-fifth session of the General Assembly; Boni Yayi, President of the Republic of Benin; José Manuel Barroso, President of the European Commission; Jhala Nath Khanal, Prime Minister of the Federal Democratic Republic of Nepal and Chair of the Global Coordination Bureau of the Group of Least Developed Countries; Pascal Lamy, Director-General of the World Trade Organization; and Ngozi OkonjoIweala, Managing Director of the World Bank.

At a press conference held on 28 November, the spokesperson for LMP, Mr. Pascal Affi N’Guessan, who is also the leader of Mr. Gbagbo’s Front populaire ivoirien (FPI) party, alleged that the conduct of the second round of the presidential elections had not been transparent in the north.

The United States Department of State refused to grant an export licence to the United Kingdom company, PascallElectronics Limited, subcontracted by the Canadian company, Intelcan Technosystems Inc.

The European Union also wishes to convey its sincere gratitude to Mr. Paolo Cuculi, Chairman of Working Group I, and to Mr. Johann Paschalis, Chairman of Working Group II, for their dedication and flexible and efficient contributions to our work.

2. At the 1st meeting, on 29 November, opening statements were made by His Highness Sheikh Hamad bin Khalifa Al-Thani, Amir of the State of Qatar and President of the Conference; Miguel d’Escoto Brockmann (Nicaragua), President of the General Assembly; Ban Ki-moon, Secretary-General of the United Nations; and Pascal Lamy, Director-General of the World Trade Organization.

According to the judgement of the European Court of Human Rights referred to earlier, Turkey had violated the European Convention on Human Rights with regard to the missing persons, the property rights of the displaced persons and the living conditions in the Karpas enclave, where measures with regard to the educational and religious rights of the Greek Cypriots there had come only after the exodus of most of them.

Special attention is being focused on working with the Tangible and Intangible Heritage and special follow-up continues to be given to sites currently included on the World Heritage List (Galapagos Islands, Cartagena de Indias, Cuenca, etc).

There are states with greater drop-out problems that separate them from the rest of the federal entities, such as Quintana Roo (1.6 per cent), Guerrero (1.8 per cent), Baja California (2 per cent), Chiapas(2 per cent) andOaxaca (2.7 per cent).

In a letter dated 24 February 2012 addressed to the President of the Security Council (S/2012/110), the Secretary-General announced the appointment of three experts: Christian Dietrich (United States of America), Caspar Fithen (United Kingdom of Great Britain and Northern Ireland), and Katrine Kristensen (Denmark).
