Mr. Bouayad-Agha (Algeria) and Mr. Zahid (Morocco), in the case of the Group of African States, Mr. Chowdhury (Bangladesh) and Mr. Wang Xiaochu (China), in the case of the Group of Asian States, and Mr. Morozov (Russian Federation), in the case of the Group of Eastern European States, were recommended for reappointment to the International Civil Service Commission for a four-year term beginning on 1 January 2009.

The Russian Federation had made a number of major achievements in the development of its transport system, including: (a) completion of the construction of Chita-Khabarovsk road, which provided a seamless transport connection between the eastern and western borders; (b) progress in the implementation of the project for the rehabilitation of the trans-Korean railway; (c) reduction of transit time on the Trans-Siberian Railway to seven days (Transib 7 days) by 2015; and (d) the use of satellite tracking systems with the Global Orbital Navigation Satellite System (GLONASS) and GLONASS with the Global Positioning System (GPS).

By a letter dated 17 February 2011 (S/2011/77), the Secretary-General informed the Security Council that he had appointed to the Group of Experts, Mr. Nelson Alusala of Kenya (arms), Mr. Ruben de Koning of the Netherlands (natural resources), Mr. Steven Hege of the United States of America (armed groups), Ms. Marie Plamadiala of the Republic of Moldova (Customs and logistics) and Mr. Fred Robarts of the United Kingdom of Great Britain and Northern Ireland (regional issues and Coordinator).

Within the framework of the declaration of 2009 as the International Year of Reconciliation, UNOGBIS funded five cultural events, from 22 November to 12 December, in the towns of Mansôa, Canchungo, Buba and Bafatá, and in the capital, Bissau, highlighting respect and tolerance for diversity and reconciliation.
