At the 39th meeting, on 28 July, the representative of Saint Kitts and Nevis, on behalf of Algeria, Antigua and Barbuda, China, Cuba, Dominica, Fiji, the Gambia, Grenada, Guyana, Jamaica, Nicaragua, Papua New Guinea, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Sierra Leone, Solomon Islands, Suriname, the Syrian Arab Republic and Venezuela (Bolivarian Republic of), introduced a draft resolution entitled “Support to Non-Self-Governing Territories by the specialized agencies and international institutions associated with the United Nations” (E/2009/L.26).

At present, the Special Committee is composed of the following 29 Member States: Antigua and Barbuda, Bolivia (Plurinational State of), Chile, China, Congo, Côte d’Ivoire, Cuba, Dominica, Ecuador, Ethiopia, Fiji, Grenada, India, Indonesia, Iran (Islamic Republic of), Iraq, Mali, Nicaragua, Papua New Guinea, Russian Federation, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sierra Leone, Syrian Arab Republic, Timor-Leste, Tunisia, United Republic of Tanzania and Venezuela (Bolivarian Republic of) (decisions 63/413, 63/526 and 64/554).

Subsequently, Antigua and Barbuda, Belgium, Belize, Bulgaria, Croatia, Cyprus, the Czech Republic, Denmark, El Salvador, Estonia, Fiji, Finland, France, Georgia, Germany, Greece, Grenada, Guinea, Guyana, Haiti, Hungary, Iceland, Ireland, Italy, Jamaica, Japan, Kenya, Latvia, Luxembourg, Madagascar, Malta, Micronesia (Federated States of), the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Solomon Islands, Spain, Sweden, Togo, Turkey and Uganda joined in sponsoring the draft resolution.

I have the honour to transmit to you, on behalf of the States Members of the United Nations that are members of the Caribbean Community (CARICOM) — Antigua and Barbuda, the Commonwealth of the Bahamas, Barbados, Belize, the Commonwealth of Dominica, Grenada, the Republic of Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, the Republic of Suriname, and the Republic of Trinidad and Tobago — a document entitled “Interpretive declaration by the Bahamas on behalf of CARICOM, 3 May 2011, in connection with General Assembly resolution 65/276, entitled ‘Participation of the European Union in the work of the United Nations’” (see annex).

Also at the same meeting, statements were made by the representatives of the Libyan Arab Jamahiriya, Antigua and Barbuda (on behalf of the Group of 77 and China), France (on behalf of the European Union), Liechtenstein, Bahrain, the United States of America, the Russian Federation, Japan, China, Mexico, Canada, Algeria, Switzerland, the European Community and the World Trade Organization.

There are still 22 members of the Authority that became parties to the Convention prior to the adoption of the 1994 Agreement but have not yet become parties to that Agreement, namely: Angola, Antigua and Barbuda, Bahrain, Bosnia and Herzegovina, Comoros, Democratic Republic of the Congo, Djibouti, Dominica, Egypt, Gambia, Ghana, Guinea-Bissau, Iraq, Mali, Marshall Islands, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Sao Tome and Principe, Somalia, Sudan and Yemen.

One representative said that the National Ozone Unit of Antigua and Barbuda had confirmed that the country was in fact using its External Trade Act, rather than environmental legislation, to control trade in ODS and related equipment.

I should like to remind Members that, after 1 January 2012, the following States will still be members of the Governing Council: Antigua and Barbuda, Argentina, Australia, Belgium, Brazil, Canada, the Central African Republic, China, the Czech Republic, France, Gabon, Germany, Indonesia, Japan, Kenya, Lesotho, Malaysia, Mauritania, Mozambique, Pakistan, the Republic of Korea, Romania, the Russian Federation, Switzerland, Trinidad and Tobago, the United Republic of Tanzania, the United States of America, Uruguay and Zambia.

In this context, it should be pointed out that, at the ninth Summit of the Bolivarian Alliance for the Peoples of Our America and the Peoples’ Trade Agreement, held in Caracas, Bolivarian Republic of Venezuela, on 19 April 2009, the Heads of State and Government of Antigua and Barbuda, the Plurinational State of Bolivia, Cuba, Dominica, Ecuador, Nicaragua, Saint Vincent and the Grenadines, and the Bolivarian Republic of Venezuela demanded once again that the United States Government should immediately and unconditionally lift the economic embargo against Cuba, as universally urged by the international community and in particular by the peoples and Governments of Latin America and the Caribbean.

As of June 2010, 91 institutions were accredited by ICC, more than 35 of which are Ombudsman institutions, inter alia, in the following regions: Africa (Ghana, Namibia and the United Republic of Tanzania); the Americas (Antigua and Barbuda), Argentina, Barbados, Bolivia (Plurinational State of), Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Puerto Rico and Venezuela (Bolivarian Republic of); Europe and Central Asia (Albania, Armenia, Austria, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Poland, Portugal, the Republic of Moldova, the Russian Federation, Serbia, Slovenia, Spain and Ukraine); and Asia and the Pacific (Timor-Leste).

At the same meeting, a statement was made by the representative of Japan and the observers for the Czech Republic (on behalf of the European Union) and Antigua and Barbuda (on behalf of the Group of 77 and China).

In order for persons to the secure rights formulated in these international instruments which can be adjudicated upon in the courts Parliament must first enact leglislation for the purpose of giving effect to the international instruments to which the country is a party.

The Executive Committee is therefore hopeful that, in the next two years, Antigua and Barbuda will continue with the implementation of its country programme and refrigerant management plan activities with outstanding success in the reduction of current CFC consumption levels.

Subsequently, Andorra, Antigua and Barbuda, Belize, Brazil, Croatia, Denmark, Dominica, Greece, Grenada, Guyana, Italy, Kazakhstan, Kyrgyzstan, Mongolia, Mozambique, Romania, Serbia, Thailand, the former Yugoslav Republic of Macedonia and Togo joined in sponsoring the draft resolution.

The latest reports submitted pursuant to resolution 1455 (2003) were received from two Caribbean States, on 25 August 2009 (Antigua and Barbuda) and 3 December 2009 (Saint Lucia), and two African States, on 19 October 2009 (Togo) and on 4 December 2009 (Nigeria), leaving 32 States that have not yet reported after more than seven years.

At the same meeting, statements were made by the representatives of Jamaica (on behalf of the Group of 77 and China), Spain (on behalf of the European Union), Grenada (on behalf of the Alliance of Small Island States), Tuvalu (on behalf of the Pacific small island developing States), Australia, the United States of America, China, Antigua and Barbuda, Guatemala, Cape Verde, Japan, Mauritius, India, Tuvalu, Italy, Barbados, Maldives, Solomon Islands, the United Republic of Tanzania, Samoa, Fiji and Mexico.

This Agreement represents the understanding of the Government of Antigua and Barbuda (the “Country”) and the Executive Committee with respect to the reduction of controlled use of the ozone depleting substances (ODS) set out in Appendix 1-A (“The Substances”) to a sustained level of 0.27 ODP tonnes by 1 January 2015 in compliance with Montreal Protocol schedules.

In 2009, each State Party obliged to provide updated information did so with the exception of the following 55 States Parties: Angola, Antigua and Barbuda, Barbados, Belize, Benin, Bhutan, Bolivia, Botswana, Brunei Darussalam, Burkina Faso, Central African Republic, Comoros, Cook Islands, Costa Rica, Djibouti, Dominica, Fiji, Gabon, Ghana, Grenada, Guinea, Guyana, Honduras, Iceland, Jamaica, Kenya, Kiribati, Lesotho, Liberia, Luxembourg, Madagascar, Maldives, Mali, Mauritius, Nauru, Niue, Papua New Guinea, Paraguay, Philippines, Rwanda, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Samoa, Sao Tome and Principe, Seychelles, Sierra Leone, Solomon Islands, Suriname, Swaziland, Timor-Leste, Togo, Turkmenistan, Uruguay and Vanuatu.

To date, the following Latin American and Caribbean States have signed and ratified the Comprehensive Nuclear-Test-Ban Treaty: Antigua and Barbuda, Argentina, Bahamas, Barbados, Belize, Bolivia (Plurinational State of), Brazil, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Grenada, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Uruguay and Venezuela (Bolivarian Republic of).

They likewise welcomed two fellow Caribbean peoples — Saint Vincent and the Grenadines and Antigua and Barbuda — as full-fledged members of ALBA-TCP and emphasized the strategic importance of such memberships as well as the fundamental support that these nations of the Caribbean would provide to the project for the multi-country union of the peoples of Our America.
