The overall aim of the Integrated Strategic Framework for the Democratic Republic of the Congo is: (a) to forge a shared vision of how the United Nations can assist the Government and the people of the Democratic Republic of the Congo to end the long-lasting conflicts in the eastern part of the country, to consolidate peace in other areas, and to accelerate nationally the process of recovery and development; (b) to translate this vision into a single, coherent strategic framework that has clear objectives and priorities, taking full account of the Government’s own goals as reflected in the poverty reduction strategy and its priority action plan, and the Stabilization and Reconstruction Plan for eastern Democratic Republic of the Congo; and (c) to strengthen United Nations coordination and management mechanisms to ensure the cohesive implementation of priorities in keeping with the principle of “delivering as one”.

Recognizing that all States Parties have a role to play, the Conference stresses that those States Parties seeking to build their capacity should identify their specific needs and requirements and seek partnerships with others, and that those States Parties, in a position to do so, should provide assistance and support.

These include, but are not limited to, talented young voices giving expression, through word and image, to their expectations of the Organization and those who lead its Member States; scholars, students and teachers who see in their work a discernible United Nations “impact”; college students who adapt the dynamism of the General Assembly’s possibilities to a “Global Model United Nations” that is entirely their own; non-governmental organizations and individuals who breathe new life into long-debated topics with the vigour of a vaster geographical base and greater opportunities for participation; Governments, research institutions and the media, which seek, and can now find, the recorded positions of Member States on key issues in readily accessible form; and the creative community, which sees in matters vital to the Organization’s agenda the chance to reach its audiences in a fashion that informs as it entertains.

Furthermore, it is proposed that 2 general temporary assistance positions of Training Coordination Officer at the P-4 level be continued in order to carry out the full cycle of training management (from needs identification to the design, delivery and evaluation of a large inventory of specific courses, including their harmonization with Secretariat workforce management and learning development programmes) for all job-specific and technical courses within their area of responsibility.

The major challenge encountered in this process has been how to maintain UNESCO’s specificity, hence strength, as a specialized agency with its complex composites of intergovernmental committees with its own political and technical agendas in the promotion of international conventions, normative and standard-setting programmes to serve as exemplars in addressing major global issues in the fields of competence of the Organization.

In order for people deprived of liberty to exercise their rights effectively, they must first be informed of and understand those rights.

When conducting peacetime activities, States should take all appropriate measures to conduct them in such a manner as to protect cultural heritage and, in particular, in conformity with the principles and objectives of the 1972 Convention for the Protection of the World Cultural and Natural Heritage, of the 1956 Recommendation on International Principles Applicable to Archaeological Excavations, the 1968 Recommendation concerning the Preservation of Cultural Property Endangered by Public or Private Works, the 1972 Recommendation concerning the Protection, at National Level, of the Cultural and Natural Heritage and the 1976 Recommendation concerning the Safeguarding and Contemporary Role of Historic Areas.

In this regard, I wish to draw your attention to the following illegal actions perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, and to reiterate the appeal of the Palestinian people and their leadership to the international community, including the Security Council, to uphold its legal obligations and responsibilities and to act forthwith to bring an end to this unlawful and dangerous situation and to salvage the prospects of realizing a just, comprehensive and lasting peace settlement by which, inter alia, the Palestinian people will realize their right to self-determination and freedom in their independent, sovereign, democratic, contiguous and viable State of Palestine, with East Jerusalem as its capital, on the basis of the pre-1967 borders.

The complainants submit that their mother, brother and sisters live in Sweden and they want to live peacefully in Sweden, close to their relatives, and to continue their studies and plan for their future.

That, in the face of persistently high unemployment rate among the youth, shrinking opportunities for social mobility and the increasingly serious inter-generational poverty problem, coupled with the unclear objectives of the youth services provided by various government bureaux, in particular the lack of opportunity for the youth to participate in social development, this Council urges the Government to immediately consult the youth through various channels to formulate a comprehensive and forward-looking youth policy, and coordinate the work of the relevant bureaux and executive departments, so as to consolidate the existing youth services to meet their needs; in addition, the Government should provide a platform for the youth to participate in social affairs, respect and listen to the views and needs of the youth, so as to enable them to actively participate in social development and establish their goals in life.

He said that Ecuador, Liechtenstein, Lithuania, Montenegro, San Marino, Slovenia and Togo had become sponsors and urged the Committee to adopt the draft resolution by consensus, thereby sending a message of solidarity to the Palestinian people as they sought to assert their inalienable right to a sovereign and viable State with East Jerusalem as its capital, living in peace and security with Israel.

Israel’s continuation of such illegal policies and practices, in addition to its continuing illegal, inhumane and shameful blockade of the Gaza Strip and the immeasurable suffering and trauma it is inflicting on the 1.5 million civilians imprisoned there, constitutes yet further irrefutable evidence of the occupying Power’s abject disregard for international law, including humanitarian and human rights law, as well as its rejection of the legitimate, inalienable and internationally recognized rights of the Palestinian people to self-determination and freedom in their homeland.

The Committee believes that measures are needed to guarantee respect for such principles as the right of such minors to receive treatment that promotes their reintegration into society, the use of detention and imprisonment only as a last resort, the right of minors to be heard in criminal proceedings relating to them and the right to receive appropriate legal assistance.

The Commission took note of the note by the Secretary-General, transmitting the report prepared by the Commission, on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, and of the Arab population in the occupied Syrian Golan (A/66/78-E/2011/13), and noted with appreciation the efforts of the secretariat to support the Palestinian people, build their institutions and raise awareness of Palestinian rights as guaranteed by numerous international resolutions, charters and conventions.

We continue to strive with full commitment towards the goal of a peaceful settlement of the conflict that will bring a complete end to the Israeli occupation of our land; that will allow the Palestinian people to realize their right to self-determination and to live in freedom and dignity in their independent State, with East Jerusalem as its capital, side by side with Israel and all other neighbours in peace and security on the basis of the pre-1967 borders; and that will achieve a just and agreed solution to the plight of the Palestine refugees on the basis of international law and United Nations resolutions.

Attended by high-level officials, including Heads of States and Governments, heads of agencies, ministers, ambassadors, other senior government officials, renowned experts, chief executive officers and civil society representatives, those events not only served as discussion forums, but also as venues to announce concrete deliverables aimed at supporting least developed countries in achieving their development goals, including those identified in the recently adopted Programme of Action.

Yemen recalled the recent Israeli attack against the Gaza strip and indicated that Israel has ignored recommendations since 1948 and so it is not surprising that it will ignore the largest number of UPR recommendations, specially those related to putting an end to the occupation in all occupied Palestinian and Arab territories and to recognizing the right of Palestinian people to self-determination, to an independent sovereign state with Jerusalem as a capital, and to the right of return of Palestinian refugees to their homeland and their right to compensation and restitution of their properties.

Noting that the areas of food security and nutrition are not directly covered by an RTC, delegates suggested that the Animal Production and Health Commission for Asia and the Pacific (APHCA) and the Asia-Pacific Plant Protection Commission (APPPC) consider how their work could better contribute to work in these areas.
