For budget lines with relatively small amounts, minor variations in the budget may give a large deviation in the “expenditure rate”, even though the impact of such a deviation is negligible in absolute terms.

The recosting reflected in the report of the Secretary-General on the effect of changes in rates of exchange and inflation on the proposed budgets of both the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia for the biennium 2010–2011 (A/64/570) reflects the impact of the latest data on actual inflation, the outcome of salary surveys, the annual cost-of-living adjustments, the movement of post adjustment indices in 2009 and the effect of the evolution of operational rates of exchange in 2009.

Here also the definitions were variable but overall these evaluations rated UNESCO highly with greatest consistency as a “catalyst for international cooperation” and “clearing house” and less highly as a “laboratory of ideas” or “standard setter”.

The start of the biennium was characterized by the dense schedule of consultations the Social and Human Science Sector led with its constituency at the level of the United Nations, Member States and academia for the preparation of the Director-General’s report on the desirability of preparing a draft universal declaration of ethical principles in relation to climate change, as mandated by the General Conference.

These are statutory and non-discretionary cost increases representing: (a) the impact of inflation and currency adjustments; (b) cost adjustment related to posts, including salary scale revisions, with in-grade salary increments, post adjustments and other entitlements determined by the International Civil Service Commission; and (c) provision for ASHI for existing staff members.

Following the adoption by the General Assembly of a new system of remuneration for judges of the International Court of Justice (decision 62/547 of 3 April 2008) based on the post adjustment mechanism, the nineteenth Meeting of States Parties decided on 26 June 2009 to set the annual net base salary of the members of the Tribunal at $161,681 as of 1 July 2009, with a corresponding post adjustment multiplier equal to 1 per cent of the net base salary, to which would be applied the post adjustment multiplier for Hamburg, as appropriate, taking into account the [...] [...]
