The late President was awarded numerous national and international awards for his achievements, including an United Nations Millennium Development Goals Award in 2010 for success towards eliminating hunger by enhancing food security, as well as the Agricola Medal of the Food and Agriculture Organization of the United Nations in 2008 in honour of his substantial contribution to transforming the country’s economy from that of a food deficit nation to that of a net exporter of maize.

A number of delegations supported the elaboration of a worldwide standard, noting that the production and trade of pomegranate extended beyond the Near East Region and that there would be significant market potential in view of growing interest in this commodity in many countries.

Even in such a situation, in order for a State or international organization that has not objected in time to the reservation prior to the date of the succession of States to be able to object to it, it would be necessary that the maintenance of the reservation the territorial scope of which has been extended should upset the balance of the treaty: that is the sense of the restrictive formulation of this exception, which covers only those situations in which the territorial extension of the reservation “radically changes the conditions for the operation of the reservation”.

The Latin America and the Caribbean region wants to establish that it values, recognizes and commends the Division of Relations with National Commissions and New Partnerships for its work and for achieving considerable improvements in communication, capacity-building and general support to the region.

The European Union believed that a more determined effort must be made to fight poverty and HIV/AIDS, which were synonymous with denial of rights; the economic, social and cultural rights must be more vigorously promoted through legislation; torture and other cruel, inhuman or degrading treatment or punishment had to be firmly condemned; and all human rights defenders, whom it hailed for working in the face of considerable risk, should be strongly supported.

In view of the significant consumption of HCFCs for servicing purposes, and the extensive and increasing population of refrigeration and air-conditioning equipment that will further increase the demand for HCFCs, and in light of the explanations provided by the Government of Germany and UNEP during the project review process, the Secretariat concluded that the activities in the servicing sector proposed in stage I of the HPMP will assist the Government of India in complying with the 2013 and 2015 control measures, and reducing post-2014 demand.

Some delegations highlighted specific reasons for retaining annual sessions: in view of the lack of resources for risk assessment in many developing countries, timely availability of Codex food safety standards was very important for use at the national level; participation in the Commission had a capacity building function for some countries; biennial sessions may need to be longer in order to address all items of work, which would create practical difficulties; and the considerable efforts made by governments to prepare themselves and participate in annual meetings should be taken into account.

This has resulted in progress on two fronts: greater outreach externally to find new partners and to strengthen existing partnerships of high potential; and, major effort to work intersectorally and to find opportunities for transversal cooperation across UNESCO and within the United Nations system.

Considering the importance of advancing multilateral cooperation and building a strong sense of a North-East Asian community among governments and people, the Commission invited all member States to make good use of the significant potential of the Subregional Office as a key platform for initiating and facilitating subregional cooperation.

In spite of limited resources and difficult political conditions, the Government had been able to make major progress in building a modern State, and promoting and protecting human rights, in particular the right to education.

The Executive Committee is therefore hopeful that, in the next year, Cameroon will continue with the implementation of its country programme and refrigerant management plan activities with outstanding success in the reduction of current CFC consumption levels.

Despite the significance and the sensitive nature of the question of the missing persons, a humanitarian issue that the Council has been following for many years, and despite the great efforts that have been made since 2004 by the Tripartite Commission and the Technical Subcommittee, which operates under the auspices of the International Committee of the Red Cross, the remains of only 236 Kuwaiti prisoners out of 605 missing Kuwaiti and third-country nationals have thus far been identified.
