Thus, the objectives set for the agricultural sector had to do with the continuation of the reforms, creation of a modern legislative and institutional framework based on market economy principles, increase of competitiveness of the agricultural and food processing sectors, support of agricultural producers and promotion of agricultural products on external markets.

By paragraph 7 of resolution 1952 (2010), the Security Council supported taking forward the recommendations of the Group of Experts on guidelines for due diligence for importers, processing industries and consumers of Congolese mineral products, as set out in its final report of 29 November 2010 (S/2010/596), to mitigate the risk of further exacerbating the conflict in the eastern part of the Democratic Republic of the Congo by providing direct or indirect support to illegal armed groups, those found to violate the assets freeze and travel ban on sanctioned individuals and entities, and criminal networks and perpetrators of serious violations of international humanitarian law and human rights abuses, including those within the national armed forces.

The implementation of adaptation needs to be monitored, evaluated regularly and revised in terms of both the validity of the underlying scientific assumptions and the appropriateness of projects, policies and programmes, including their effectiveness, efficiency and overall utility.

However, some Member States apply restrictions for workers from new EU countries because this right to work in any country might significantly affect the labour market within the EU area.

Regarding funding support for the arts groups, members in generally considered that the Administration should (a) ensure a reasonable and fair distribution of funding resources amongst arts groups; (b) review the existing mode of subsidy for the major performing arts groups to avoid stifling the development of non-subvented commercial arts groups; (c) provide more funding for the support of small and medium sized arts groups and budding artists; (d) explore means to minimize staffing and administrative expenses in the operation of arts programmes so that the savings could be re-allocated to the use of arts development; (e) examine the effectiveness of the current funding policy in achieving the policy goals, such as encouraging diversified and balanced development of arts and culture; and (f) consider increasing its overall allocation of funding for culture and the arts, given the imminent need to achieve the vision of the West Kowloon Culture District project.

The European Union also considered it important to combat another scourge, that of international terrorism, by respecting human rights, international humanitarian law and refugee law, and supported the work of the Counter-Terrorism Implementation Task Force in promoting the implementation of the United Nations Global Counter-Terrorism Strategy.

Last but not least, I wish to reiterate the importance the European Union attaches to close cooperation between the three Committees and between their groups of experts, including joint outreach activities, exchange of information and joint meetings, their co-location as requested by resolution 1904 (2009), and their collaboration within the Counter-Terrorism Implementation Task Force.

How should States Parties prepare for completion?

The Executive Committee encourages the Philippines to continue its path towards complete phase-out of Annex A and B substances in 2010 through completion of its national CFC phase-out plan, ongoing monitoring and public awareness raising activities; and, effective enforcement of policies to reduce incidences of illegal ODS trade, and early action to initiate activities for HCFC phase out.

The Working Group agreed that, should no presentations be offered from member States and international intergovernmental organizations for the workshop in 2013, it would conduct its work during the fiftieth session of the Subcommittee, in 2013, under the arrangements established in its workplan for 2014, as adopted by the Subcommittee at its forty-seventh session (A/AC.105/958, annex II, para. 8).

Accordingly, the Bureau of the nineteenth session of the Commission, through consultations with member States, decided that the Meeting would focus on the discussions of policy options and possible actions to expedite implementation in the thematic cluster of transport, chemicals, waste management, mining and a 10-year framework of programmes on sustainable consumption and production patterns.

Mechanisms enabling the participation of indigenous peoples in external, nonindigenous decision-making processes can be problematic for various reasons; they may operate in environments where indigenous peoples are politically, socially and economically non dominant and, while they enhance indigenous peoples’ participation, they do not go so far as to level the playing field with non-indigenous individuals and peoples; they do not allow greater indigenous influence over decisions in practice; because they are poorly implemented, or suffer from previously unforeseeable problems; or because they privilege the participation of certain indigenous individuals over that of others, creating concerns about their ability to achieve equality between individuals.

The MDG-F projects provide opportunities for the Office to build closer relationships with United Nations system partners as well as with the relevant government ministries and agencies involved in their execution.
