The increase was due mainly to an increase in headcount and salary revisions, and provisions for performance bonus, leave compensation and long-term incentives.

Focus will be set on policies that governments may implement to legally empower the poor, and enhance the capacity of billions of informal workers and entrepreneurs to fully benefit from and contribute to the market economy.

(c) Take measures to remove restrictions on the entry or repatriation of migrant workers when workers’ illness or infection does not impair their ability to perform the work in question.

Ir Dr Raymond HO said that the Bill sought to effect organizational change for the amalgamation of the Construction Workers Registration Authority ("CWRA") and the Construction Industry Council ("CIC"); enhance operational efficiency of CIC and cater to the interests of construction workers; make the Construction Workers Registration Ordinance (Cap. 583) binding on the Government; provide for the continuation of the employment contracts for the staff of the CWRA Secretariat upon the amalgamation of CIC and CWRA; and regulate other related matters.

Resource conflicts can be avoided and transport users will not have to suffer from fuel price shocks; (b) reduced traffic congestion, air pollution and noise will have a positive impact on the environment and human health; (c) reduced land demand by preventing urban sprawl and giving preference to semi-dense mixed-use neighbourhoods; (d) enhanced visibility and acknowledgement of cities that demonstrate leadership in establishing sustainable and modern low-carbon transportation systems that increase the competitiveness and attractiveness of cities and attract top business corporations, highly qualified workers and employees to the country; and (e) cities and countries that achieve mitigation beyond baseline scenarios will be able to gain access to emission certificates and carbon-related funding schemes, pending future climate change agreements.

(c) Encourages the State party to organize the participation of its public officials in rehabilitation and legal assistance programmes and to conduct broad awareness campaigns for officials such as judges, law officers, law enforcement agents and welfare workers, who are in direct contact with victims.

The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.
