Fortunately, States did not need to invest in costly and complex fuel cycle technologies, because the market was capable of ensuring adequate nuclear fuel for civilian uses, and international nuclear fuel banks could provide added assurance of supply.

Unfortunately, throughout the Agency’s history, the funds made available to it had not kept up with the growing numbers of refugees and their increasingly complex needs.

At its sixty-fifth session, the General Assembly invited Member States to pursue the elaboration of additional measures that better capture the importance of the pursuit of happiness and well-being in development with a view to guiding their public policies, and invited the Secretary-General to seek the views of Member States and relevant regional and international organizations on the pursuit of happiness and well-being and to communicate such views to the Assembly at its sixty-seventh session for further consideration (resolution 65/309).

In its present form the list of approved Fathers comprises Cyprian, Gregory Nazianzen, Basil, Athanasius, Chrysostom, Theophilus, Hilary, Cyril of Alexandria (wanting in one manuscript), Ambrose, Augustine, Jerome, Prosper, Leo ("every iota" of the tome to Flavian is to be accepted under anathema), and "also the treatises of all orthodox Fathers, who deviated in nothing from the fellowship of the holy Roman Church, and were not separated from her faith and preaching, but were participators through the grace of God until the end of their life in her communion; also the decretal letters, which most blessed popes have given at various times when consulted by various Fathers, are to be received with veneration".

Our victim assistance efforts will meet the highest international standards in order to fulfill the rights and fundamental freedoms of survivors and other persons with disabilities.

At the parallel programme, experts reviewed the depth and breadth of what constitutes accessibility, benefited from the States’ and survivors’ experiences as concerns accessibility and exchanged experiences on the application of the Cartagena Action Plan as concerns accessibility.

I have seen the good that the United Nations has accomplished all over the world, and I have been privileged to meet many of the dedicated men and women who work under the blue flag in troubled lands very far from their homes: places like Liberia, where United Nations forces have provided the space and security that that war-torn country needed to begin putting itself back together; Pakistan, where United Nations aid workers are assisting people whose homes and livelihoods have been washed away by the floods; and, of course, Haiti, where United Nations peacekeepers, led by Brazil, were immediately back on the streets after the earthquake, despite having suffered grievous losses themselves.

Bhutan had made significant efforts in the area of economic, social and cultural rights, consistent with its philosophy of gross national happiness, while at the same time building a strong democracy that promoted and protected civil and political rights.

Consistent with the philosophy of Gross National Happiness (GNH), the principle of non-discrimination irrespective of gender, ethnic origin, religion, language, political opinion, economic status or other grounds, has always been central to all government policies and actions, which are designed to foster an inclusive and harmonious society.

The representative of UNDP pointed out that, while UNDP was without a doubt fulfilling its mandate to implement approved projects, it was important for those National Ozone Units that were counting on UNDP for extra assistance in order to carry out their implementation responsibilities to know that UNDP would unfortunately not be able to provide such additional assistance during the critical compliance period without additional funding.

Fortunately, with the help of her neighbors, Olga and her siblings were rescued by authorities and brought to the Children’s Shelter Association, an NGO supported by UNICEF in providing shelter and psychosocial services to children who are victims of sexual violence, exploitation and trafficking.

While the leaders reiterate their condemnation of all types of terrorism, on whatever pretext, and renew their commitment to confront hotbeds of terrorism anywhere in the Arab world and criminalize the payment of ransoms to terrorists or terrorist groups or organizations, they also completely reject all attempts by certain foreign States and parties and, in particular, certain Western circles, to intervene in the internal affairs of Arab States on pretexts that include the protection of minorities, which demonstrate their ignorance of the nature, causes and goals of terrorism, from which no country in the world is exempt.

Culture shapes and mirrors the values of well-being and the economic, social and political life of individuals, groups of individuals and communities.

The delegation was fortunate to be able to talk at length with the heads of four key United Nations institutions who, individually and collectively, have gathered a wealth of knowledge and an in-depth understanding of the region, namely: Terje Roed-Larsen, the United Nations Special Coordinator for the Middle East Peace Process; Peter Hansen, Commissioner General of the United Nations Relief and Works Agency for Palestinian Refugees in the Near East (UNRWA), whose Director of the Department of Education is appointed by the Director-General and is a UNESCO staff member; Timothy S. Rothermel, Special Representative for the UNDP Programme of Assistance to the Palestinian People; and Pierre Poupard, Special Representative for UNICEF.

Evaluations conducted in 2010 and reviewed under the Global Evaluation Reports Oversight System (GEROS)1 were spread across the medium-term strategic plan focus areas as follows: 25 per cent examined child survival and development issues; 15 per cent examined education and gender; 10 per cent examined HIV/AIDS; 16 per cent examined child protection; 1 per cent examined policy advocacy and partnerships, and 33 per cent examined cross-cutting themes and organizational performance.

The Advisory Committee was informed that these officers would be involved, in particular, in staff welfare and administrative work through, inter alia, maintaining and updating survivor and family lists in coordination with the agencies, funds and programmes; ensuring the availability of advice and guidance for survivors and family members; and providing assistance to post-incident focal points for families and survivors.

When plans for the disability sector already exist, the focus has been on ensuring that mine survivors have access to the services and benefits enshrined within those plans and that the relevant ministries are aware of their States’ obligations under the Convention.

The Executive Secretary added that many communities were still, unfortunately, off-track in their efforts to achieve the Millennium Development Goals by the 2015 deadline, and that governments needed a final Asia-Pacific impetus.

Participants observed that the concern to foster ecological harmony and sustainability was deeply rooted in the region, as exemplified by the “gross national happiness index” in Bhutan, the “sufficiency economy” in Thailand, the strategy for “low-carbon green growth” in the Republic of Korea and the “harmonious society” in China.

The priority directions are designed to guide policy formulation and implementation towards the specific goal of successful adjustment to an ageing world, in which success is measured in terms of social development, the improvement for older persons in quality of life and in the sustainability of the various systems, formal and informal, that underpin the quality of well-being throughout the life course.

This development in infrastructure, and in the quest for excellence in professional management, has been accompanied by the rise of an excellent young core of professional singers, worthy heirs of the generation that reigned in the opera world in the mid-twentieth century.

The High Commissioner pledged to do everything possible to uphold and strengthen UNHCR’s corporate commitment to address sexual and gender-based violence and to support States in ensuring access to justice by survivors.
