The updated Model Strategies and Practical Measures recognize that some special groups of women are particularly vulnerable to violence, either because of their nationality, ethnicity, religion or language, or because they belong to an indigenous group, are migrants, are stateless, are refugees, live in underdeveloped, rural or remote communities, are homeless, are in institutions or in detention, have disabilities, are elderly, are widowed or live in conflict, post-conflict or disaster situations, and as such they require special attention, intervention and protection in the development of crime prevention and criminal justice responses to violence against women.

The inordinate length of translation times, especially in cases of selfrepresented appellants, calls for greater explanation than suitable for a report of this size, but it can be said that efforts are under way to more effectively liaise with the supervisors in the Conference and Language Services Section on a continual basis in order to assess progress and determine the need for requesting prioritization of specific translations, and to readdress the internal requirement of the Conference and Language Services Section that the revision process for translation of a judgement must be accomplished as a whole, rather than volume by volume (which would allow for gradual release of translated portions).

If the State of such an official wished to invoke immunity in respect of that official, it must inform the State exercising jurisdiction that the person in question was its official and enjoyed personal immunity since he occupied a high-level position which, in addition to participation in international relations, required the performance of functions that were important for ensuring the sovereignty of the State.

The Commission welcomed the increased support to the work of the Committee on Statistics by the Russian Federation through the provision of financial resources for improving ICT support for census operations and economic statistics, and noted the need to assess and report on the results of completed programmes and projects.

The need to harmonise the list of activities implemented under regional programmes resulting from a number of premises, of which the most important is to ensure the consistency between the regional approach and goals and priorities of the national and European strategies, as well as taking into account activities concerning state aid for the SMEs sector (uniform criteria for the granting of aid are laid down at the national level).

One Member State pointed out that further shifts in emphasis may be required in the coming months, particularly in the light of preparatory work for the MDG review by the United Nations General Assembly and the results of the EFA Strategic Review undertaken by the Director-General.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

While in both cases, the common standard identifying such exceptions to otherwise applicable immunity was whether the waiver or renunciation was “certain”, it should not obscure the fact that the determination of when immunity was excluded was different, the issue in the latter case being one of treaty interpretation.

Creating the right conditions for private enterprise may require strategic reforms to long-standing regulatory practices and may challenge the economic, political and social status quo of an economy, but doing so is absolutely essential to unlocking the full potential of private enterprise and open markets in a way that can promote economic growth, environmental protection and social development.

As regards culture, UNESCO’s contribution to the MDG-F funded joint programme on cultural industries is twofold: (i) capacity-building of the main national counterpart to strengthen national appropriation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions and supporting the organization of cultural and educational activities; and (ii) awareness-raising on the role of culture as a driving force for development.
