In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

Several challenges were encountered in the development of United Nations common country programmes: firstly, the domestic political situation, especially the growing concern over human rights issues and the government’s sensitivity on human rights, have made it very difficult to develop a common United Nations country programme for which UNCT and the government would have shared ownership; secondly, the profile of the donor community in Iran is very low and it has been very difficult to generate FIT resources and joint United Nations programming; and, thirdly, there is still reluctance and technical barriers among UNCT members to put together financial and human resources for joint activities.

The Commission highlighted climate change as an enormous challenge for the region in achieving sustained economic growth in terms of enhancing food and water security, managing forests and agricultural productivity, resilience to disasters, and the development of mountains as well as coastal areas, and thus overshadowing the achievement of the Millennium Development Goals in the region.

Studying the hydrology of arid and semi-arid regions: Within its global network on Water and Development Information for Arid Lands (G-WADI), UNESCO will continue to work with the Center for Hydrometeorology and Remote Sensing at the University of California, Irvine (United States) to offer African scientists access to tools and information resources to support research on hydrology in arid areas and the possibility of producing country-level information such as an aridity index map.

Of course, many of these IP-related institutional and policy challenges are common to all countries but they are especially acute for many developing countries.

There was also a call for more efforts to empower national authorities more broadly, and not just courts, and at all stages of the process, for example by helping States to adopt the necessary legislation to bring proceedings and in terms also of commencing prosecutions.

They have appreciated the capacity-building programme and realize that they relate well to the country-level challenges and difficulties facing UNESCO in living up to all expectations.

Overall gross profit margin dropped from 15.1% in the first-half of 2006 to 11.3% in the first-half of 2007, which was mainly attributable to: (i) copper fabrication accounted for a higher percentage of the Group’s turnover than before; however, its gross profit margin was not as high as that of the other business segments; (ii) in the first-half of 2006 the Group’s alumina trading business was particularly benefited from the absurdly high prices of alumina in the PRC market, thus the average selling price of alumina for that period was much higher than that of others; and (iii) the withstanding power of the Group to downside price adjustments of alumina was reduced because certain long-term sales contracts were ended in 2006.
