These include, but are not limited to, talented young voices giving expression, through word and image, to their expectations of the Organization and those who lead its Member States; scholars, students and teachers who see in their work a discernible United Nations “impact”; college students who adapt the dynamism of the General Assembly’s possibilities to a “Global Model United Nations” that is entirely their own; non-governmental organizations and individuals who breathe new life into long-debated topics with the vigour of a vaster geographical base and greater opportunities for participation; Governments, research institutions and the media, which seek, and can now find, the recorded positions of Member States on key issues in readily accessible form; and the creative community, which sees in matters vital to the Organization’s agenda the chance to reach its audiences in a fashion that informs as it entertains.

A set of flagship publications have been planned with regional lens, which include (i) The Arab Region 2025, which will forecast and analyse current and future trends for the region in economic, social, political and cultural areas; (ii) Transitions to Democracy, which looks into the nature of political changes in Arab countries and analyses the lessons learned from political transitions in other areas of the world to draw conclusions and best practices on the policy options available to ensure effective and sustainable transitions to democracy; (iii) Arab Regional Integration, which analyses the potential areas and characteristics of integration be they social, economic, cultural or political and assessing their prospective impact on the long-term development of the region; and (iv) a joint publication with other Regional Commissions on Beyond the MDGs: A Future United Nations Development Agenda.

Existing country review mechanisms, including for the implementation of the Millennium Development Goals, poverty reduction strategy papers, common country assessments, United Nations Development Assistance Frameworks, and the existing consultative mechanisms should be broadened to cover the review of this Programme of Action and extended to all least developed countries.

All measures adopted in this context should promote transparency and engender greater confidence in the sector, across the donor community and with the general public so that charitable funds and services reach intended legitimate beneficiaries.

In that regard, the primary accountability of governments should be to their own societies and parliaments, not to donors, investors or international agencies like the World Bank, IMF or the World Trade Organization.

The Conference also noted the impacts that climate change were having on the agricultural sector in the region, and recognized that those already vulnerable to food insecurity were most at risk.

Monitoring and evaluation reports suggest that the project has served a useful purpose in popularizing science, in the adoption of a practical hands-on approach to teaching of science and mathematics, in stimulating innovative teaching methods in collaboration with the associations of science and mathematics teachers in Nigeria and in influencing several state governments to provide better support to science education in their schools.

As a country with a long-standing democracy and recognized respect for the human rights of its people, Costa Rica stated that the universal periodic review process allowed it to undertake an assessment of its reality with an external perception.

The Committee noted that strains on land and water resources posed threats to food security in the region, and recognized the need to promote integrated land and water resource management and to pursue policies and programmes oriented towards sustainable agriculture.

Much of this literature reaches only tentative conclusions, because of weaknesses in data or methodology.50 Many of the studies pose the question, partly for reasons of data availability, in terms of how strengthening patents rights in developing countries will affect the investment, production and licensing behaviour of US multinationals in developing countries.

Recognizing that, in principle, each country was better placed than any other to determine the service model that best fit its own circumstances, the Committee suggested that domestic policies on service provision be supplemented by knowledge sharing and closer regional cooperation, and requested that the secretariat take the necessary steps in that regard.
