Foreign policy measures: The plan envisages 41 measures that pursue the following priority objectives: the abolition of the death penalty (including the creation of an international commission against the death penalty); human rights in the area of cooperation; the eradication of torture; gender equality; the eradication of gender-based violence; combating human trafficking; the elimination of all forms of discrimination; the protection of children from exploitation, violence and disease; an end to terrorism, including through the defence of the rule of law and of human rights; the protection of human rights defenders; the promotion of economic, social and cultural rights; combating impunity, and active support for the International Criminal Court and for courts and other mechanisms combating impunity for international crimes; the eradication of poverty; combating climate change; and sustainable development.

In the Salvador Declaration, the States Members of the United Nations invited the Commission, in coordination with the relevant United Nations bodies, to study the nature of the challenge concerning emerging forms of crime that have a significant impact on the environment and ways to deal with them effectively (para. 14); invited the Commission to consider reviewing the issue of international cooperation in criminal matters and explore the need for various means of addressing identified gaps (para. 21); and invited the Commission to consider requesting UNODC to design and provide to States specific technical assistance programmes to achieve the aims in the area of juvenile justice mentioned in the Declaration (para. 30).

Some representatives stressed the need to promote regional cooperative mechanisms and resource-sharing arrangements for disaster risk reduction and climate change risk reduction, including those involving information, communications and space technologies, to improve different types of hazard identification and preparedness planning as well as partnerships and collaboration with regional and subregional organizations.

Based on the above, the Secretariat expressed concerns that the proposed project did not meet the guidelines in decision 58/19, nor does it clearly respond to decision XXI/2 of the Twenty-first Meeting of the Parties to the Montreal Protocol where the Executive Committee was requested, inter alia, “to consider the costs of a one-time window within its current destruction activities to address the export and environmentally sound disposal of assembled banks of ozone-depleting substances in low-volumeconsuming countries that are not usable in the Party of origin”, since the proposal is more of a study to see what are the issues and problems related to ODS waste disposal in this region with a view to finding a future solution.

secretariat strengthen its efforts with regard to the sharing of experiences on the effectiveness of measures being employed to deal with the adverse impact of the financial and economic crisis and, in that regard, suggested that the Economic and Social Survey of Asia and the Pacific 2010 include policy options to mitigate the adverse impact of the crisis.
