As a result of the implementation by the Brasilia Office of more than 50 per cent of the recommendations made by IOS in 2000-2001, the control environment at that office is now much stronger.

To cater to this structural problem – and to similar ones, such as the difficulty of readily identifying real costs of staff missions, that can only be established through a painstaking manual reconciliation – user friendly parallel systems and related procedures were recently devised and are currently being developed.

In further discussions on interest with Brasilia Office personnel, we were told that there are two general situations in Brasilia: agreements that are silent on the use of interest (in which case UNESCO has credited all interest earned to the FITOCA account), and agreements where the use of interest is negotiated between UNESCO and the donor (usually they agree that 100 per cent of interest earned is credited to the project).

Further, the alignment of Development Account-funded projects with the Millennium Development Goals has provided not only a useful strategic focus for the Account, but also a guiding reference for partners and recipients of the projects (ibid., para. 39).

Inadequate structures, including tents, shacks and crude cement structures, are being used as schools owing to the difficulties in obtaining building permits needed to expand and upgrade existing schools and build new ones to accommodate the student population in area C, while in East Jerusalem, each year large numbers of Palestinian children are denied admission in the municipal schools run by the Jerusalem municipality and the Israeli Ministry of Education owing to a shortage of over 1,000 classrooms.

Gambia also reported that it continues in collaborate to deliver mine risk education in communities in the affected areas and has a well trained and fully equipped humanitarian demining team which is always ready to respond to any emergencies.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

Concrete follow-up initiatives have included the organization of specific training sessions with a view to stimulating decision- and policy-makers to enact the right of universal online access to public and government-held records, to identify and promote repositories of information and knowledge in the public domain and to make them accessible to all, as well as to undertake the preservation and digitization of public domain information held by governments.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.
