The incumbent would be responsible for directing the planning and provision of aerospace ground support equipment requirements to support aircraft handling, refuelling, passenger handling, cargo handling, airfield and air terminal security standards and equipment, emergency crash rescue vehicles and equipment in missions, including requirements for staff levels, qualifications and experience by providing guidance to missions, drafting statements of work, developing requests for proposals for contractors, preparing the statements of work for aircraft support units of troop-contributing countries, determining equipment specifications, liaising closely with other sections to establish budgets and systems contracts for equipment and vehicles, and providing guidance on training requirements.

In the face of this concern, the central government made efforts to rein in the military.

In particular, the Meeting was informed that the Summit, through its Beijing Declaration, had (a) noted that the Global Earth Observation System of Systems (GEOSS) data-sharing implementation guidelines and action plan and the establishment of the operational GEOSS common infrastructure significantly improved access to global Earth observation data and resources; (b) endorsed the refined GEO targets, aligned with the 10-year implementation plan; (c) urged all Governments and organizations to sustain and enhance both in situ and space-based observation systems; and (d) called on international organizations and donor agencies to further contribute to the implementation of GEOSS.

Raising productivity in agriculture can directly increase the incomes and employment levels of the majority of poor people dependent on agriculture.

(b) Further support local governments to enable them to assume more fully their roles above and beyond service delivery, enhancing participation and accountability at the sub-national levels.

The global increase in the use of and reliance on groundwater has led to increased demand for expertise in groundwater and allied fields (including among others: groundwater recharge and storage by satellite based techniques and models, groundwater quality and protection, groundwater pollution and depletion risk assessment, degradation of groundwater resources by natural disasters and human impacts, and the assessment of the impacts of climate change on groundwater resources).

While the use of solutions may have a less destructive impact on the surface ground, these toxic and hazardous substances bring with them chemical management challenges related to their use, distribution, storage and disposal.

During this period, decentralization evolved, from a decentralized administration whose members, appointed by presidential decree, were mandated to begin decentralized local administration with State funding, to a provisional regional council with well-defined prerogatives, under the supervision of the Commissioner of the Republic representing the authority of the central State.

The need to harmonise the list of activities implemented under regional programmes resulting from a number of premises, of which the most important is to ensure the consistency between the regional approach and goals and priorities of the national and European strategies, as well as taking into account activities concerning state aid for the SMEs sector (uniform criteria for the granting of aid are laid down at the national level).

Uganda also reported that it is developing ways to periodically monitor and evaluate the plan to ensure that activities are having a tangible impact on the quality of life of landmine survivors and other persons with disabilities.

The representative of the Federated States of Micronesia added that States were keen to observe them, as they were crucial to the future of the planet, and that the fact that emissions of HFCs were covered by the Kyoto Protocol did not preclude addressing their production and consumption under the Montreal Protocol.

The so-called green economy model was good for capital but not for the planet, since it sought to create a market of ecosystems that would enable the developed countries to receive payments while evading their commitments.

(m) Review the progress of implementation by MINUSTAH of the force reduction authorized by the Security Council in its resolution 2012 (2011), assess planning to encourage greater Haitian ownership of security and reconstruction activities and examine the potential for adjustments to MINUSTAH force configuration based on the overall improved security situation on the ground, taking into account the impact of social and political realities on stability and security, the increasing development of Haitian State capabilities, including the ongoing strengthening of the Haitian National Police, and the increasing exercise by the national authorities of their responsibility for the maintenance of stability and security.

Delegates stressed that the geographical size and diversity of the region required specific and differentiated responses and actions, and that adaptation and mitigation options needed to be carefully prioritized.

Developments on the regional front and the support of the region’s leaders for peace remain a crucial part of the bigger picture and will inevitably have a bearing on efforts to achieve a comprehensive peace anchored in the two-State solution and the Arab Peace Initiative.

The employment and informal sector survey, recent national accounts data, the third general population and housing census (RGPH) and ECAM-III, conducted in 2007, should allow a more precise assessment of poverty in the country and of the impact of the measures taken by the Government.

In addition, in resolution 2017 (2011) the Panel of Experts was tasked with assisting the Committee which would, in cooperation with the Counter-Terrorism Executive Directorate, and working with other relevant United Nations bodies including the International Civil Aviation Organization (ICAO), and in consultation with international and regional organizations and entities, assess the threats and challenges, in particular related to terrorism, posed by the proliferation of all arms and related materiel of all types, in particular man-portable surface-to-air missiles, from Libya, in the region, and submit a working document to the Council on proposals to counter this threat, and to prevent the proliferation of arms and related materiel, including measures to secure those arms and related materiel, to ensure that stockpiles are managed safely and securely, to strengthen border control and to enhance transport security.

Gambia also reported that it continues in collaborate to deliver mine risk education in communities in the affected areas and has a well trained and fully equipped humanitarian demining team which is always ready to respond to any emergencies.

Regarding the right of access to effective remedies to challenge the expulsion decision without discrimination, it was pointed out that, in that context, nondiscrimination must be construed as being among aliens, and not as implying any principle of national treatment.

The need to adopt a Services waiver at the World Trade Organization that would allow for more preferential and favourable treatment of services and service providers from least developed countries was also discussed.

With respect to the review, which, as members are aware, we take very seriously — and the Afghan authorities, rightly, also take very seriously — we will continue to work to ensure that the terms of reference are satisfactory to everyone, in particular to the Afghan authorities, and work in close cooperation with them and, of course, with full respect for the Security Council mandate.

The Committee reiterates the recommendation previously made to the State party in 1997 (A/53/44, para. 118 (d)) to establish an independent national system to effectively monitor and inspect all places of detention and follow-up on the outcome of this systematic monitoring.
