(b) The promising reception given to the equity focus by national governments, with many of them encouraged by its cost-effectiveness

The values given assume movement of the control handle directly from one end position to the other.

It reflects and responds to the needs of the Organization as a whole for an administrative, financial and management support structure focused on enabling program delivery, with efficiency and transparency as guiding principles.

This is consistent with the mandate of the Parties, “to agree that the Executive Committee, when developing and applying funding criteria for projects and programmes, and taking into account countries with low volume and very low volume consumption of HCFCs, give priority to cost-effective projects and programmes which focus on inter alia: phasing-out first those HCFCs with higher ozone-depleting potential, taking into account national circumstances” (decision XIX/6, paragraph 11(a)).

In this light, Egypt voted in favour of the resolution, which focuses on the right to access to safe and clean drinking water and sanitation, based on the understanding that it does not create new rights or sub-categories of human rights different from those stipulated in the internationally agreed human rights instruments.
