(a) Increase its efforts to ensure that children in need of alternative care are placed in family-type and foster family care and not in institutions, and take measures to avoid successive placement of children in public care by, inter alia, increasing the resources for foster care and support of foster parents

It is concerned that sometimes foster parents are selected as adoptive parents without necessarily going through the whole regular selection and eligibility process, potentially affecting the best interests of the child.

Kyrgyzstan has nine State orphanages, 68 conventional boarding schools, 20 schools for children with disabilities, four children’s homes, three homes for children with disabilities, three boarding schools for orphans and children whose parents have lost custody and 19 non-State family-type children’s homes.

Furthermore, in a number of African countries, student meals are government subsidized so that it may cost less for parents to have their children fed a comparable diet in boarding schools than at home.

For the preparation of document 34 C/5, the Latin America and the Caribbean region requests that the questionnaire be sent well enough in advance to allow for national consultations and that cluster offices be provided with the necessary resources to hold their respective subregional meetings before the regional consultation, in order to establish priorities based on the results of these national consultations.
