In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

Procurement processes are now under way for a main contractor to undertake this land release and a Demining Programme Office to provide quality control and assurance, and community confidence building measures.

The UNODC Computer-based Training (CBT) programme, given a “UN 21 Award”, has remained a cornerstone ofUNODC technical assistance delivery, and 10 new areas of the CBT curriculum are being developed: the smuggling of migrants, advanced anti-human trafficking techniques, integrity and ethics, violence against women, identity crime, first responders to a crime scene, crimes against children, wildlife trafficking, training on HIV/AIDS for law enforcement staff and community policing.

The Permanent Forum reiterates the recommendation contained in paragraph 12 of the report on its third session (E/2004/43-E/C.19/2004/23) and requests that the International Organization for Migration, OHCHR, UN-Women, UNICEF, the Office of the United Nations High Commissioner for Refugees, the United Nations Office on Drugs and Crime and ILO report periodically to the Permanent Forum on their progress in addressing the problems faced by indigenous migrant women and girls, including the alarming trend of trafficking within and across national and international borders.

At the 1st meeting, on 11 April 2011, opening statements were made by the Executive Director of UNODC, by the representatives of Kenya (on behalf of the States Members of the United Nations that are members of the Group of African States) and Chile (on behalf of the States Members of the United Nations that are members of the Group of Latin American and Caribbean States) and by the observers for Lebanon (on behalf of the States Members of the United Nations that are members of the Group of 77 and China), the Syrian Arab Republic (on behalf of the States Members of the United Nations that are members of the Group of Asian States) and Hungary (on behalf of the States Members of the United Nations that are members of the European Union).

The initiative involves a number of UNEP and United Nations-wide initiatives that are aimed at providing convincing macroeconomic evidence for significantly increasing investments in the environment as a means of promoting sustainable economic growth, the creation of decent jobs and the reduction of poverty, while at the same time reducing greenhousegas emissions, extracting and using less natural resources and creating less waste.

The Lead IA, along with the Cooperating IA will also undertake the challenging task of monitoring illegal ODS imports and exports and advise the appropriate national agencies through the National Ozone Office.

The purpose of the monitoring and evaluation activities is to increase knowledge about the application of the CRC at local and central government levels and to provide input to the Office of the Children’s Ombudsman and the Government indicating what action in the form of support, education, legislative measures, etc. needs to be taken to better protect and strengthen the rights and interests of the child in society.
