As regards activities under the “ethics of science and technology, in particular bioethics”, the suggestion was made to place more emphasis on information andsensitization ofthe public-at-large and decision-makers, on the development of further normative instruments, on the promotion of ethics education, on the ethics of the use of science and technology, capacity-building and on multidisciplinary action.

It also called for measures to protect women, such as practical solutions to eradicate violence against women, a review of text-books in schools for the purpose of disseminating information on women’s rights, and increased public awareness on action against domestic violence.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

This rulemaking implements the Security Council’s actions within the International Traffic in Arms Regulations by adding Libya to section 126.1(c) and revising the previous policy on Libya contained in section 126.1(k) to announce a policy ofdenial for all requests for licenses or other approvals to export or otherwise transfer defence articles and services to Libya, except where not prohibited under Security Council embargo and determined to be in the interests of the national security and foreign policy of the United States.
