II have been or are being perpetrated, or are being prepared, on or against the vessels mentioned in article L.1521-1 of the Defence Code, commanders of Government vessels or aircraft responsible for maritime surveillance shall be entitled to conduct or have conducted inspection and coercion measures as provided for under international law, under the first part, book V, title II of the Defence Code, and under this Act.

The Ministers expressed concern that the world financial and economic crisis is still threatening the debt sustainability in some developing countries, inter alia, through its impact on the real economy and the increase in borrowing undertaken in order to mitigate the negative impacts of the crisis, and in that regard called upon all Governments to promote and contribute to the discussions, including within the United Nations and other appropriate forums, on the need and feasibility of new sovereign debt restructuring and debt resolution mechanisms that take into account the multiple dimensions of debt sustainability and its role on the achievement of the internationally agreed development goals, including the Millennium Development Goals.

During the period under consideration, main activities included the promotion of policies and standards to raise awareness and monitoring progress towards universal access particularly by focusing on the implementation of the outcomes of the World Summit on the Information Society (WSIS, Phases I, Geneva, and II, Tunis) and within the framework of the Information for All Programme (IFAP) and its three strategic priorities – information literacy, information ethics and information preservation – by consolidating its operational functions through the implementation of concrete activities.

The areas of concentration for the discussion panel on the topic “Contributing to the assessment, in the context of the United Nations Conference on Sustainable Development, of progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges” are presented in annex III and are intended to identify important issues that the discussion panel may wish to consider, in particular by reference to the addendum to the annual report of the Secretary-General on oceans and the law of the sea (to be issued as A/66/70/Add.1).

Least developed country delegations expressed gratitude for international support received from development partners and others, and stated that that assistance, in combination and complementarity with national efforts, had helped least developed countries make some important progress towards achieving internationally agreed objectives, particularly in areas related to the empowerment of women, primary education and health.

All UNICEF WASH programmes are designed to contribute to the Millennium Development Goal for water and sanitation: to halve, by 2015, the proportion of people without sustainable access to safe water and basic sanitation.

Recommendations from the side event included (a) an urgent need to implement international laws on the rights of indigenous peoples in domestic and local legal systems, and to ensure not only formal equality but also equality in practice of indigenous peoples’ rights to lands, territories and resources; (b) a need to undertake a study on the impacts of land-use change and climate change on indigenous reindeer herders’ economies and land management; (c) a need to increase reindeer herders’ capacity in negotiating with developers competing for their grazing land in public or private industrial development and having access to free legal advice; and (d) a need to increase the transparency in decision-making concerning land use and resource exploration and exploitation.

We also discuss the possibility of re-registering patents granted elsewhere, although with such a solution it will be necessary to ensure that sufficiently high standards are applied when examining the patent.

The State party should promptly take effective measures to ensure that all detainees are afforded, in practice, all fundamental legal safeguards from the very outset of their detention, including the rights to have prompt access to a lawyer and an independent medical examination, to notify a relative, to be informed of their rights at the time of detention, including about the charges laid against them, and to appear before a judge within a time limit in accordance with international standards.

If the number of mandates obtained by an electoral competitor by winning in uninominal colleges the highest number of votes is higher or equal to the due number of mandates after the assigning process, that electoral competitor will keep the mandates won by its candidates without gaining other mandates in the second stage.

Several delegations expressed the wish for a reference to the fact that children’s special and dependent status may constitute an obstacle to the pursuit of domestic remedies, recognizing the fact that it would not always be the case.

In recognition of the importance of statistical training in achieving the strategic goals of the Committee on Statistics, the Commission took note of the view expressed by the representative of one delegation that the Governing Council of the Statistical Institute for Asia and the Pacific (SIAP) should report to the Commission through the Committee on Statistics, rather than directly to the Commission.

At this historic event – the Cartagena Summit on a Mine-Free World – the States Parties to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction, while inspired by their collective achievements, expressed their will to strengthen their efforts to overcome remaining challenges.

There were, likewise, many elements of tannaitic tradition, especially the midrashic exegesis of the Bible, as well as numerous halakic interpretations, lexicographical and material, which were ready for incorporation into the Talmud in its more restricted meaning of the interpretation of the Mishnah of Judah I. When this Mishnah became the standard halakic work, both as a source for decisions of questions of religious law, and, even more especially, as a subject of study in the academies, the Talmud interpretation of the mishnaic text, both in theory and in practise, naturally became the most important branch of study, and included the other branches of traditional science, being derived from the Halakah and the Midrash (halakic exegesis), and also including haggadic material, though to a minor degree.
