The addition of new clause 14A is meant to specify that the conditions of grant of licence by the Secretary for Security with regard to clause 5(1) on the freezing of funds suspected to be terrorist property, and clause 7 on the prohibition on making funds available to terrorists and terrorist associates may include: (1) the manner in which the funds can be held, for example, to transfer funds from an ordinary savings account to a time deposit account, and (2) the funds concerned may be used to meet the reasonable living expenses and reasonable legal expenses of the person affected.

According to the life-cycle theory, the rate of private savings declines along with a larger share of retired workers, limiting domestic resources for productive investment, although the decline in house demand should compensate somewhat.

The Committee encourages the State party to ensure that the State pension reform of the Pension Act 2008, which introduces a new private saving scheme to come into effect in 2012, provides sufficient flexibility to enable especially the most disadvantaged and marginalized individuals and groups to benefit from both schemes and to increase their pension entitlements.
