In 2005, the Russian Federation launched 26 carrier rockets and 35 objects into space, of which 19 were Russian: twomanned spaceships of the Soyuz TMA series (Nos. 6 and 7), four cargo vehicles of the Progress-M series (Nos. 52, 53, 54 and 55), two communications satellites of the Ekspress-AM series (Nos. 2 and 3), one satellite of the new Gonets-M series, six satellites of the Cosmos series (including three GLONASS satellites), the Foton M biotechnology satellite, the Monitor-E Land Remote Sensing Satellite, the Tatyana educational satellites of Moscow State University and the technological nanosatellite TNS-O.

The training framework of the Institute for the academic years 2010-2014 consists of six different types of training programmes: (a) TMA-based courses that include SIAP-JICA training courses and short-term courses to be conducted either by SIAP alone or in collaboration with other organizations; (b) an outreach programme that includes regional/subregional courses and country courses; (c) research-based training programme as a combination of distance learning and TMA-based training; (d) distance training through JICA-Net service and e-learning using the Japan Aerospace Exploration Agency (JAXA)2 high-speed communication satellite, Wideband InterNetworking engineering test and Demonstration Satellite (WINDS) (negotiation under way); (e) a programme for managers of national statistical offices; and (f) forging partnerships in statistical training.

The main objective of the Workshop was to provide a forum to highlight recent scientific and technical results in order to (a) develop the basic science ofheliophysics (the connections between the Earth, the Sun and inter-planetary space) through cross-disciplinary studies of universal processes; (b) determine the response of terrestrial and planetary magnetospheres and atmospheres to external drivers; (c) promote research on the Sun-heliosphere system outward to the local interstellar medium; (d) foster international scientific cooperation in the study of heliophysical phenomena now and in the future; (e) preserve the history and legacy of the International Geophysical Year on its fiftieth anniversary; and (f) communicate unique results of the International Heliophysical Year to the scientific community and the general public.

During this session, the SHS and SC Commissions examined the resolution proposed in document 35 C/COM SC/DR.1 (submitted by: Austria, Belgium, Plurinational State of Bolivia, Burkina Faso, Congo, Democratic People’s Republic of Korea, Denmark, Djibouti, Dominican Republic, Finland, Iceland, Libya, Lithuania, Luxembourg, Madagascar, New Zealand, Netherlands, Norway, Palau, Papua New Guinea, Poland, Portugal, Samoa, Senegal, Slovenia, Sweden, Tuvalu, Uruguay; co-sponsored by: Barbados, Costa Rica, Germany, Kazakhstan, Latvia, Lebanon, Malaysia, Monaco, Pakistan, Solomon Islands, Suriname, and Zambia), requesting the Director-General to strengthen UNESCO’s specialized capacity on climate change, building upon UNESCO’s unique interdisciplinary profile.

The mission had been developed by the National Commission on Space Activities in cooperation with the National Aeronautics and Space Administration (NASA), entities of the Argentine science and technology sector, and space agencies of Brazil, Canada, France and Italy.
