The Security Council, by its resolution 1885 (2009), endorsed the recommendation contained in the special report with respect to the implementation of the third stage of the drawdown of UNMIL, from October 2009 to May 2010 that 2,029 military personnel, three attack helicopters and 72 armoured personnel carriers be repatriated, leaving the Mission’s military strength at 8,202 personnel, including 7,952 troops in Liberia and 250 at the Special Court for Sierra Leone, and keeping the police component at its current strength.

Turning to the Secretary-General’s note on the financing arrangements for the United Nations Stabilization Mission in Haiti (MINUSTAH) for the period from 1 July 2009 to 30 June 2010 (A/64/728), he said that, in the light of the devastating earthquake on 12 January 2010 in Haiti, the Security Council, in its resolution 1908 (2010), had endorsed the increase in the overall force levels of MINUSTAH to support the immediate recovery, reconstruction and stability efforts, and had decided that MINUSTAH would consist of a military component of up to 8,940 troops of all ranks and a police component of up to 3,711 police.

Austria also contributes some 650 troops to the International Security Force in Kosovo (KFOR).

In response to repeated abuses perpetrated against inhabitants by FRCI troops, the President has taken steps to strengthen collective security, which include confining FRCI members to barracks and establishing a military police force.

The military concept of operations is also based on the provision of certain enablers, in particular engineering capability (850 all ranks), that can support the mission’s road and airfield requirements and, at the same time, play a role however minor in helping the Government to build the infrastructure necessary for the social and economic development of local communities, in particular those affected by conflict.

Therefore, by the same resolution, the Council decided that MINUSTAH will consist of a military component of up to 8,940 troops of all ranks and of a police component of up to 4,391 police (including 100 Corrections Officers, categorized as government-provided personnel).

The United Nations Mission in the Central African Republic and Chad (MINURCAT), established pursuant to Security Council resolution 1778 (2007), consists of 200 European Union-led force (EUFOR) troops based in Vakaga (northeastern part of the territory bordering Chad).

The Department of Peacekeeping Operations and the Department of Field Support support the authorized military strength (2,325 military observers (including UNMOGIP and UNTSO) and 95,638 troops) and police (8,099 United Nations police and 8,485 members of formed police units) and 26,391 civilian staff for those 16 field operations.

The increase is attributable mainly to: requirements for the provision of bottled water for troops in position and on patrol, as well as headquarters staff, which was budgeted erroneously in 2010/11 for a lower than actual troop strength (744 instead of 1,047 military personnel); the increase in the number of days of provision for military contingents (from 365 to 366 days); and the increase in the cost of contingent-owned equipment based on a signed memorandum of understanding.

In lieu of the battalion from Burkina Faso, which is no longer an option, as I indicated earlier, it will be necessary to reinforce the UNOCI uniformed personnel with up to a total of 500 troops and police by increasing the operational elements of existing formed police units, and two additional infantry companies, with additional aviation elements.

The additional requirements are attributable mainly to provisions for dry rations to support 27,350 FARDC troops for 365 days, compared with 25,575 FARDC troops for 240 days, and 16,000 troops for 125 days in 2009/10 during joint operations with MONUC; higher charges by local banks based on new contract services with a commercial bank with effect from August 2009; and the inclusion of provisions for uniforms, decals and flags for 22,016 military and police personnel, compared with 5,481 military and police personnel in 2009/10.
