At its sixty-fifth session, the General Assembly welcomed the commitment by Pacific Islands Forum leaders and the Secretary-General to enhanced high-level dialogue between the members of the Pacific Islands Forum and the United Nations; invited the Secretary-General to consider ways to promote and expand cooperation and coordination with Pacific Islands Forum members and the Forum secretariat; and requested the Secretary-General to submit a report on the implementation of the resolution to the Assembly at its sixty-seventh session (resolution 65/316).

Other areas proposed for inclusion in mainstreaming approaches were: indigenous peoples; post-conflict countries and countries experiencing violence and conflict; culture of peace/peace-building; environment and environmental education; marginalized and vulnerable groups of society; people with disabilities; information on HIV/AIDS and malaria; dialogue among civilizations, cultures and peoples; promotion of cultural diversity and intercultural dialogue; Haiti; talented children; domains of education and culture; the Central Asia region; social and cultural challenges related to globalization; role of media and their relation with culture; and small island developing states (SIDS).

UNESCO also needs to intensify its response to other priorities: capacity-building in science and technology, the promotion and management of renewable sources of energy, the elaboration of sustainable development strategies for the small island states (of particular importance for the Caribbean) and the popularization of science.

Various steps to promote equality, access and the rights of women, including the development of action plans and direction statements to address a range of key concerns for women such as health and well-being, violence and safety, decision-making and leadership, economic security, balancing work, family and lifestyle, are being taken at the national and island-community levels.

The Commission was informed of initiatives that were being undertaken by Pacific island developing countries to protect biodiversity and the maintenance of ecosystem services, such as the Phoenix Islands Protected Area in Kiribati, the largest marine protected area in the Pacific Ocean, and the Coral Triangle Initiative, which covered a number of countries in the Asia-Pacific region, included the greatest extent of mangrove forests in the world and provided a critical spawning and juvenile growth area for tuna and other globally significant fish species.

Furthermore, experts highlighted the particular challenges facing small island developing States and the need to ensure that countries with high forest cover with low rates of deforestation benefited from schemes to reduce emissions from deforestation and forest degradation.

At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

Other entities represented included: Asian Disaster Preparedness Center; Asian Disaster Reduction and Response Network; Asian Institute of Technology; Asian Reinsurance Corporation; Directorate-General for Humanitarian Aid and Civil Protection (European Commission); International Federation of Red Cross and Red Crescent Societies; International Committee on the International Global Monitoring Aerospace System Project Implementation; International Organization for Standardization; Japan Aerospace Exploration Agency; Pacific Islands Telecommunications Association (PITA) and Remote Sensing Technology Centre of Japan.

While welcoming the Secretary-General’s report (A/66/220) on development cooperation with middleincome countries, CARICOM States were disappointed that it did not refer to the fact that the small island developing States in that category were open, vulnerable and heavily indebted, with deep and intractable pockets of poverty, and required assistance from the international community, including debt relief, concessions and assistance specifically tailored to increase economic and developmental space, in order to cope with their situation.

The Conference acknowledged the specific challenges and needs of member countries in the Pacific and other small island nations, particularly with respect to high vulnerability to climate change impacts, and urged FAO and other development partners to give due consideration and adequate resources to address these needs.

Several representatives requested that the secretariat further enhance partnerships and collaboration with other United Nations entities, such as the Inter-Agency Secretariat of the International Strategy for Disaster Reduction (UNISDR), the Office for the Coordination of Humanitarian Affairs and the Office for Outer Space Affairs, and with regional and subregional organizations, such as the Association of Southeast Asian Nations, the South Asian Association for Regional Cooperation, the Pacific Islands Applied Geoscience Commission, the Asian Disaster Preparedness Center (ADPC) and the Asian Disaster Reduction Center (ADRC), in the area of disaster risk management and risk reduction.

In addition to national best practices, the side event focused on the relevance of existing regional bodies and initiatives in the area of food security and nutrition such as the Asia and the Pacific Regional Food Security Framework among the FAO, ADB and IFAD; the Regional Thematic Working Group on Poverty and Hunger; the Association of South East Asian Nations (ASEAN); South Asian Association for Regional Cooperation (SAARC); and the Pacific Islands Forum.

Several delegations expressed their appreciation to the Executive Secretary and the ESCAP secretariat for their efforts to focus greater attention and resources on small island developing States in the Pacific, and for the assistance provided to Pacific island developing countries in the preparation for the Conference.

According to the Letter from the Board, Richmind owns the Properties at Workshop A on 7th Floor, Workshop B on 12th Floor, Workshops A and B on 11th, 16th and 19th Floors, Henry Centre, No. 131 Wo Yi Hop Road, Kwai Chung, New Territories, Hong Kong which comprise 8 industrial units within a 26-storey industrial building of reinforced concrete construction completed in 1992.

It acknowledged the challenges Vanuatu faced as a small-island developing State and a least developed country.

None of the persons listed in Part I of this application form (including their spouses) have obtained any loan or mortgage subsidy under the Home Purchase Loan Scheme (HPLS)/Home Assistance Loan Scheme (HALS), or have purchased any domestic flat under the HOS, the PSPS, the Middle Income Housing Project at Melody Garden, the Mortgage Subsidy Scheme, the SMS, the TPS, the Buy or Rent Option or any subsidized housing scheme administered by the HS.

In the light of the progress made, the lessons learned and the constraints on implementation of the Mauritius Strategy highlighted in the present report and in the three regional review meetings, Member States may wish to consider concentrating on the following four areas, where focused actions are needed most to further address the vulnerabilities and support the sustainable development of small island developing States: (a) strengthening support for national sustainable development strategies and national development planning processes; (b) supporting initiatives towards sustainable energy development; (c) strengthening the resilience of fragile ecosystems to the impacts of climate change; and (d) supporting partnership initiatives for action in the further implementation of the Programme of Action.

Due to the fragmented nature of the country, with the population distributed over a large number of small islands, the provision of infrastructure to small pockets of population, on an effective and sustainable manner, required new thinking in planning.

The Committee endorsed the workshops, training courses, symposiums and expert meetings planned for the remaining part of 2012 and expressed its appreciation to Argentina, Austria, Chile, Ecuador, Italy, Japan and Latvia, as well as ESA, IAF, ICG, the Japan Aerospace Exploration Agency and the National Aeronautics and Space Administration (NASA) of the United States, for co-sponsoring and hosting those activities (see A/AC.105/1011, annex II).

The Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States should continue to fulfil its functions to assist the Secretary-General for the effective follow-up and monitoring of the implementation of the Programme of Action and the full mobilization and coordination of all parts of the United Nations system, with a view to facilitating the coordinated implementation of and coherence in the follow-up and monitoring of the Programme of Action for the least developed countries at the country, regional and global levels, and to assist in mobilizing international support and resources for the implementation of the Programme of Action for least developed countries.
