In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

The meeting strongly welcomed the advances in results-based programming which should, nonetheless, be further strengthened and refined with a view to achieving a better balance between qualitative and quantitative indicators, complementarity with the expected outcomes of the Medium-Term Strategy and coherence between expected outcomes, expected results, as well as monitoring instruments and reporting standards.

One delegation noted that the secretariat had provided a good platform for discussing general trends, approaches towards regional integration, and best practices in trade and investment which could help towards the establishment of a free trade agreement covering Eurasia, such as the Eurasian Economic Commission.

Several other delegations supported the adoption of the Guidelines as they provided important guidance for settling analytical disputes in international trade and had been carefully considered by experts in this area in the Committee.

But if it is able to manage this complex process, Myanmar has the possibility to finally realise its enormous economic potential, catching up with its neighbours while avoiding some of their mistakes.

Furthermore, the Commission is empowered to investigate complaints about the judiciary and to take disciplinary action against them, including recommendations for dismissal; to make rules regarding schemes for recruitment and procedures for the appointment of judges; to establish ethical standards for judges; to provide for such matters as are necessary or expedient for the exercise, performance and discharge of the duties and responsibilities of the Commission; and to advise the President and the People’s Majlis in any matter regarding the administration of the courts.
