We request the Economic and Social Council to consider this matter during its spring meeting and at its substantive session of 2009, in consultation with all relevant stakeholders, with a view to making appropriate and timely recommendations for final action by the General Assembly as early as possible in its sixty-fourth session.

Council with the international financial and trade institutions could last from the existing one day up to two days, and should normally be held before the spring meetings of the Bretton Woods institutions and should be timed appropriately, at least five weeks before those meetings, so as to meet the needs of all parties and be conducive to high-level participation.

The discussion that followed in the HLCP spring session (NY, 3-4 March 2011) emphasized the importance for the UN system to reflect on its repositioning and its interaction with the new regional dynamics, bearing in mind the growing regionalism and role of regional institutions, including the Regional Commissions, as critical building blocks in enhanced global governance arrangements and global-regional nexus, as well as in making critical links to the country level (Report of the 21st Session of HLCP, CEB/2011/4).

The Monterrey Consensus (para. 69 (b)) encouraged “the United Nations, the World Bank and the International Monetary Fund, with the World Trade Organization, to address issues of coherence, coordination and cooperation, as a follow-up to the Conference, at the spring meeting between the Economic and Social Council and the Bretton Woods institutions.

During the last CEB meeting in Nairobi (1-2 April 2011), I informed the Board about the intention by the Regional Commissions to introduce to the upcoming CEB Fall Session (NY, 2829 October 2011) the outcome of an independent study sponsored by the Commissions on the regional dimension for development and the UN system.

At its spring 2011 session, CEB agreed on an integrated implementation framework to ensure that the delivery of official commitments on the Millennium Development Goals will be monitored publicly on an electronic platform.

We trust that the 28 January conference in London, followed by a spring conference in Kabul, will give the international community the opportunity to direct its efforts to a well-defined set of realistic and prioritized objectives set by the Afghan Government and to develop a new international architecture for engagement in Afghanistan.

Specific activities that assisted countries in relation to terrorism targeted at food products included: (a) capacity-building (training courses, projects) concerning food safety, animal and plant health, including promotion of risk analyses and developing base-level capacity to ensure national ability to monitor, diagnose, report and respond to pest and disease outbreaks; (b) the standard setting work of the Codex Alimentarius Commission and the International Plant Protection Convention; (c) the establishment of a Food Chain Crisis Management Framework for prevention, early warning, preparedness and response to food chain crises caused by transboundary animal and plant pests and diseases, food safety threats and emergencies, as well as nuclear and radiological threats and emergencies; and the organization of international forums to discuss biological risk management in relation to food and agriculture.

A host of concrete proposals were suggested to the coordinators of the Dialogue, such as: dialogue and networking among universities; dialogue among young scientists, involving UNESCO chairholders in dialogue activities; dialogue among student journalists and seasoned media practitioners from both regions; the holding of youth forums; reactivation of the Committee for the Translation of Literary Works and increase in the translation of Arabic works into European languages; a comparative study of school textbooks; dialogue involving professionals from cultural industries; the organization of an interregional conference on the image of Arab-Islamic culture in European history books.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
