I have the honour to convey a letter dated 25 March 2011 from the President of the Commission of the Economic Community of West African States (ECOWAS), Mr. James Victor Gbeho, requesting the transmission of the resolution of the Authority of Heads of State and Government of ECOWAS on the situation in Côte d’Ivoire, dated 24 March 2011 (see annex).

As indicated in my report to the Council of 20 May 2010 (S/2010/245), the joint proposal by President Gbagbo and the President of Burkina Faso, Blaise Compaoré, to deploy, as part of UNOCI, up to 500 troops from Burkina Faso to reinforce security arrangements during the elections has not been further pursued by the two countries.

At the 4th meeting, on 3 March 2009, a statement in exercise of the right of reply was made by the representative of the Democratic People’s Republic of Korea to the statement of Mr. Karel Schwarzenberg, Minister of Foreign Affairs of Czech Republic (on behalf of the European Union, Albania, Armenia, Bosnia and Herzegovina, Croatia, Montenegro, Republic of Moldova, the former Yugoslav Republic of Macedonia, Turkey and Ukraine), and the statement of Mr. Shin, Kak-Soo, Vice-Minister of Foreign Affairs and Trade of the Republic of Korea.

The members of the Council adopted a presidential statement (S/PRST/2009/33) on 8 December, in which the Council commended the Facilitator, President Blaise Compaoré of Burkina Faso, for his efforts to support the peace process in Côte d’Ivoire, as well as the signature on 17 November 2009 by President Laurent Gbagbo of several military rules and regulations, including seven decrees, and urged the Ivorian actors to address the remaining tasks for the organization of open, free, fair and transparent elections.

Its President, Blaise Campaore, is regularly called upon to settle disputes through mediation and conciliation.

His Majesty King Gbehanzin Kondo, who came to the throne of the Kingdom of Danhome in 1899, earned Benin (former Republic of Dahomey) a reputation as a cultural meeting-place for giving and receiving.

The delegation of the International Committee of the Red Cross to the United Nations presents its compliments to Thomas Markram, head of the Weapons of Mass Destruction Branch, Office for Disarmament Affairs, at United Nations Headquarters in New York, and has the honour to request that the speech on nuclear weapons (see annex) delivered by Jakob Kellenberger, President of the International Committee of the Red Cross, on 20 April 2010, be distributed as a document of the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.

In addition to my efforts with the national authorities, in December I also wrote to Mr. James Victor Gbeho, President of the ECOWAS Commission, to reiterate the urgency of the adoption of the road map at the level of ECOWAS heads of State and Government in order not to lose momentum.

In addition to the above dignitaries, Mr. Ahmet Üzümcü, DirectorGeneral of the Organisation for the Prohibition of Chemical Weapons (OPCW), and Ms. Gioconda Ubeda, Secretary-General of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL), addressed the Plenary of the Conference on Disarmament, respectively on 24 May and 16 June 2011 (CD/PV. 1225 and CD/PV.1228).

The Security Council supports the efforts of the Economic Community of West African States (ECOWAS), which issued communiqués on 27 and 29 March 2012, and commends the work of President Blaise Compaoré, as ECOWAS facilitator, in promoting the return to full civilian authority and the effective re-establishment of constitutional order in Mali.

On 11 February 2009 in Ouagadougou, His Excellency Mr. Blaise Compaoré, President of Burkina Faso, Facilitator of the inter-Ivorian direct dialogue, held consultations with the various Ivorian parties — La Majorité présidentielle (LMP), the Rassemblement des Houphouëtistes pour la démocratie et la paix (RHDP) and the Chairman of the Independent electoral commission (CEI) — in order to seek solutions to the difficulties experienced in recent weeks in implementing the electoral process due to the internal cross-checking of 429,000 disputed cases by the Independent electoral commission.
