The FHRC has the powers and duties to increase general awareness of human rights by making public statements and educating the public and public officials, to coordinate human rights programs and act as a source of human rights information, receive representations from members of the public on any matter affecting human rights, inquire generally into any procedure or practice, whether Governmental or non-Governmental, if it appears that human rights are, or may be, infringed, make recommendations to the Government on the desirability of legislative, administrative or other action so as to give better protection to human rights; promote better compliance with standards laid down in international instruments on human rights; encourage the ratification of international human rights instruments and, where appropriate, recommend the withdrawal of reservations entered to those instruments.

At its sixty-fourth session, the General Assembly requested the Scientific Committee to continue its work, including its important activities to increase knowledge of the levels, effects and risks of ionizing radiation from all sources; requested the Scientific Committee to continue at its next session the review of the important questions in the field of ionizing radiation and to report thereon to the Assembly at its sixty-fifth session; and resolved to take a decision on the membership of the Scientific Committee once a decision on resource allocation had been made and after the fifty-seventh session of the Scientific Committee but no later than the end of the sixty-fourth session of the General Assembly (resolution 64/85).

Decisions on the location of meetings other than at the seat of the secretariat shall take into account the benefits of venue rotation, particularly venues in developing countries and those that facilitate the participation of key stakeholders of the TEC.

The 63rd meeting considered the 2011-2014 consolidated business plan of the Multilateral Fund, and after making some amendments to the projects proposed, the Executive Committee endorsed the 2011-2014 consolidated business plan while noting that endorsement denoted neither approval of the projects identified therein nor their funding or tonnage levels; established a window for ODS destruction for LVC countries, pursuant to decision XXI/2 of the Twenty-first Meeting of the Parties, amounting to US $3 million; and decided that the project preparation could be funded for stage II HPMP activities and 12 might be included prior to the completion of stage I in business plans for the years 2012-2014 and that the duration of the next business plan should be only for the next triennium 2012-2014, and include any multi-year funding after 2014 (decision 63/5).

Given the huge costs incurred for implementation of small class teaching in all public sector primary schools, the decline of primary student population in some old districts provided a golden opportunity for progressive implementation of small class teaching in certain primary schools.
