Reports on all cluster consultations were presented in plenary and will serve as a basis for future cluster consultationson programme activities envisaged in the new programme management cycle.

I hope thatwhatever the outcome, it would be a package that wouldprovide a firm and sustainable foundation leading to full democracy for Hong Kong in the years to come.

This “Executive Committee on Economic and Social Affairs Plus” platform has played a major role not only in the Rio+20 preparations, but also in the follow-up to the 2010 Summit on the Millennium Development Goals and in laying the groundwork for the United Nations system task team on the post-2015 United Nations development agenda.

Activities aimed at the strengthening of security institutions, the judicial system and the rule of law, institutional provisions for the protection of civilians and those aimed at disarmament, demobilization and reintegration already play a substantive role in laying the foundations for development.

3.5.1 The Chinese Language Education Curriculum Framework and School Experiences The Chinese Language curriculum designed by the CDC of Hong Kong provides a flexible and robust curriculum framework for schools to adapt their own school-based curriculum in accordance with students’ talents and intelligence, in order to cater for the comprehensive and personalised development of the students,facilitating them in building a good foundation in Chinese language.

Based on the good marketing and product development ground works done in 2006/07, CSU recorded a significant increase in job orders for the production of tactile maps and the launching of new products in 2007/08.

While the public consultation work of the Consultative Committee and its Advisory Groups was not entirely sufficient to make the general public fully understand the long-term financial commitment arising from the development of the individual facilities, their work has at least providedafairly solid foundation for taking the project forward.

Efforts are also being made towards the development of an overall culture strategy to mainstream culture in other development areas and to establish the basis for a national cultural statistics framework.

The results: there has been an institutional and normative strengthening of procedures and mechanisms for the assessment of draft laws and regulations from a gender perspective; a methodological basis for such assessments has been created; the Constitution, a number of codes, laws and legislation are now subject to assessment from a gender perspective; the President’s national council on questions relating to women, the family and gender mainstreaming is now functioning; it has become the practice of the Parliament to receive an assessment of proposed legislation from a gender perspective; the use of gender-disaggregated statistics has grown; a system of national mechanisms has been set up to monitor and evaluate the status of women; and standardized gender indicators have been produced on the basis of the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women and the Millennium Development Goals.

I also look forward to the innovations that adopting Ethernet will make possible; we will soon be able to remove the need for additional I/O cards as Ethernet gives us a solid foundation for future developments.

Viet Nam also saw this as an experience-sharing exercise, laying the ground for a better protection and promotion of human rightsby the authorities.

As mentioned in the concerned Establishment Subcommittee paper, the WKCD Office is responsible for providing necessary support for the establishment of the WKCDA and providing administrative and secretariat support during the early stage after its establishment; taking charge of the financial management for the WKCD project; conducting recruitment exercises for the WKCDA; laying the ground work for the preparation of conceptual plans and Development Plan (DP) for the WKCD through conducting the Stage 1 public engagement (PE) exercise; and handling all issues relating to the collaborations between the Government and the WKCDA.

The problems that must be solved are: document registration of refugees (absence of identity documents hampers the right to employment); creation of conditions for social integration of recognised refugees, establishment of a legal background that would regulate the integration and its financial support; absence of a placement centre for foreigners that are to be expelled from the Republic of Moldova (the person which was refused the status of refugee, after using all possibilities of appeal, must leave the territory of the Republic of Moldova during 15 days after the final decision on the refusal of the application).

It is noteworthy that programmes implemented by the Office in the area education focused on the following strategic areas of support, alldirectly responding to strategies and results contained in Kenya Education Sector Support Programme (KESSP), the education sector’s plan to materialize Vision 2030: strengthening the planning, monitoring and evaluation of the education system through EMIS; enhancing the education sector responses to HIV and AIDS; improving the quality of education for peace programme; and strengthening literacy development through advocacy and technical support to strategic planning.

Eachof the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

Environmental monitoring and public reporting forms the basis for institutions for sustainable development that will be able to realize those policy ambitions and meet the rising public demand for a cleaner environment.

Currently, with a very modest capacity (1 P-5 and 1 GS (OL) posts located in Brussels and 1 P-4 post and 3 general temporary assistance positions located at Headquarters), the Division, on behalf of DPKO and DFS, builds and maintains partnerships, both within and outside the United Nations, to lay the foundation for improved operational relationships in the field.

During that session, the Working Group agreed that the exchange of information relevant to the peaceful exploration and use of outer spaceprovided animportant basis for its work under the multi-year workplan and allowed it to continue examining the main developments taking place at the national level in order to identify common principles, norms and procedures (A/AC.105/935, annex III, para. 16).

The Ministry of Environment has ensured -and will assure in the future- passage of all necessary national laws and regulations, including establishing an import licensing system which allows to establish annual maximum admissible import quantities for Chile of substances that are regulated under the Montreal Protocol, its amendments and its annexes and set the basis for control of HCFCs into the country.

In order to establish a long-term incentive mechanism closely linked with the Company’s business performance and long-term strategy, so as to help optimise the overall remuneration structure and create a competitive advantage in human resources that will contribute to the long-term, sustainable growth of the Company’s operation, the Remuneration and Evaluation Committee of the Board of Directors of the Company has formulated the Phase I Share Incentive Scheme of the Company, which has come into effect upon approval by the general meeting of the Company.

In order to lay the foundation for closing these gaps it is important therefore, before undertaking any assessment, to understand and explore the conceptual linkages between the MDGs measurement metrics and WIPO’s RBM framework.

At a more general level, one of the key objectives behind the Authority’s work since its establishment has been to promote more open science within the marine scientific research communities working in the Area for the benefit of all mankind, by encouraging scientific research, especially on the impacts of mining activities on the environment, and ensuring the public availability of as much material as possible, thus laying a basis for developing States members of the Authority to better understand what is available and develop their capacityto participate in such science.

The President of the Russian Federation has approved a comprehensive plan of information-related measures to combat terrorism in the Russian Federation for the period 2008-2012, aimed at establishing a system of informational support for State policy with regard to combating the ideology of terrorism and reducing the level of radicalization of the population, improving mechanisms for the protection of the information space from the ideology of terrorism and extremism and laying the socio-political, legal and organizational foundations for effectively combating these threats.

After holding extensive consultations during the past months in New York, Geneva, Kigali, Sydney and Lima, and attending several meetings and consultations with States, international and regional organizations, and representatives of the civil society and academia, I note with satisfaction that most of the actors involved are convinced of the need to produce concrete results, building upon the achievements reached during the Third Biennial Meeting, layingthe foundation for a successful Review Conference in 2012.
