The Forum’s Action Plan includes guiding principles on ethical challenges posed by globalization, capacity-building in quality assurance and reviewing existing conventions on the recognition of studies to respond to the fast pace of developments brought about by the increase of transborder higher education.

The following reports of working groups were made available at intersessional meetings of the Commission: (a) the report of the meeting of the working group on supply reduction, held in Vienna from 23 to 25 June 2008 (UNODC/CND/2008/WG.1/3); (b) the report of the meeting of the working group on countering money-laundering and promoting judicial cooperation, held in Vienna on 30 June and 1 July 2008 (UNODC/CND/2008/WG.2/3); (c) the report of the meeting of the working group on international cooperation on the eradication of illicit drug crops and on alternative development, held in Vienna from 2 to 4 July 2008 (UNODC/CND/2008/WG.2/3); (d) the report of the meeting of the working group on drug demand reduction, held in Vienna from 15 to 17 September 2008 (UNODC/CND/2008/WG.2/3); and (e) the report of the meeting of the working group on control of precursors and of amphetamine-type stimulants, held in Vienna from 17 to 19 September 2008 (UNODC/CND/2008/WG.2/3).

The treatment demand related to use of amphetamine-type stimulants is relatively small, but it has considerably increased worldwide over the past decade, especially in South-East Asia, Oceania and North America.

The Council decision was later amended by Council decision 2011/178/CFSP by adding a ban on flights in the airspace of Libya, a ban on flights of Libyan aircraft in the airspace of the European Union and a requirement that nationals of European Union member States, persons subject to their jurisdiction and firms incorporated in their territories or subject to their jurisdiction should exercise vigilance when doing business with Libyan entities.

These savings stem from the provision of more cost-effective ground handling services in-house in Khartoum and El Obeid for the full period rather than contracting out to commercial vendors, the reduction of air flight hours, as improvements in maintenance and repairs to helipads have allowed for more efficient air fleet management that result in lower requirements for helicopters to position or reposition in Kadugli, the reduction in the holding of spare parts as major maintenance work for ageing medium and heavy vehicle fleets, as accident repair and painting is outsourced, the reduction in vehicle replacements, as vehicles are redeployed from Khartoum to the sectors and team sites in support of Comprehensive Peace Agreement-related activities, and dispatch service is outsourced in part in Khartoum to accommodate the increase in demand, as fewer vehicles are available.

In its resolution 1970 (2011), the Council decided that the travel ban and asset freeze should apply to the individuals and entities designated by the Committee (a) involved in or complicit in ordering, controlling or otherwise directing, the commission of serious human rights abuses against persons in Libya, including by being involved in or complicit in planning, commanding, ordering or conducting attacks, in violation of international law, including aerial bombardments, on civilian populations and facilities, or (b) acting for or on behalf of or at the direction of individuals or entities identified in subparagraph (a).
