The employment and activity equal to work means work performed in Estonia or as an employee sent from Estonia on assignment abroad on the basis of an employment contract or in public service; work performed in Estonia based on a contract of employment, contract for services, authorisation agreement or contract under the law of obligations for the provision of other services; activity in Estonia as a sole proprietor; daytime or full-time study in an educational institution if the person’s studies are suspended or concluded; and performance of conscript service obligation.

Upon instructions from my Government, I have the honour to transmit herewith a letter which represents the position of the Syrian Arab Republic on the thirteenth semi-annual report of the Secretary-General on the implementation of Security Council resolution 1559 (2004) (S/2011/258) (see annex).

I have seen the good that the United Nations has accomplished all over the world, and I have been privileged to meet many of the dedicated men and women who work under the blue flag in troubled lands very far from their homes: places like Liberia, where United Nations forces have provided the space and security that that war-torn country needed to begin putting itself back together; Pakistan, where United Nations aid workers are assisting people whose homes and livelihoods have been washed away by the floods; and, of course, Haiti, where United Nations peacekeepers, led by Brazil, were immediately back on the streets after the earthquake, despite having suffered grievous losses themselves.

It noted that, in recent years, Malta had experienced a major influx of illegal immigrants and welcomed its policy in that respect, particularly in guaranteeing the equitable, just and humane treatment of migrants and the protection of their human rights.

Upon instructions from my Government regarding the issue of missing Kuwaiti and third-country nationals and missing Kuwaiti property, I have the honour to transmit herewith the position of the Government of Iraq on the thirtyfirst report of the Secretary-General pursuant to paragraph 14 of resolution 1284 (1999) (S/2011/373) (see annex).

(b) Without prejudice to the principle that promotion under staff rule 4.15 shall be the normal means of recognizing increased responsibilities and demonstrated ability, a staff member holding a fixed-term or continuing appointment who is called upon to assume the full duties and responsibilities of a post at a clearly recognizable higher level than his or her own for a temporary period exceeding three months may, in exceptional cases, be granted a non-pensionable special post allowance from the beginning of the fourth month of service at the higher level.

Deeply concerned about continuing acts of intolerance and violence based on religion or beliefagainst individuals and members of religious communities and religious minorities around the world and about the limited progress that has been made in the elimination of all forms of intolerance and of discrimination based on religion or belief, and believing that further intensified efforts are therefore required to promote and protect the right to freedom of thought, conscience and religion or belief and to eliminate all forms of hatred, intolerance and discrimination based on religion or belief, as also noted at the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, held in Durban, South Africa, from 31 August to 8 September 2001, as well as at the Durban Review Conference, held in Geneva from 20 to 24 April 2009

We further commend the staff and implementing partners of UNHCR for the competent, courageous and dedicated manner in which they discharge their responsibilities.

In particular, LDCs should pursue an environmentally sustainable and equitable growth strategy that is labour intensive, which provides decent work opportunities to a wider range of people, especially the large numbers of young women and men, coupled with opportunities to gain new skills and improve their livelihoods.

deeply alarmed at the rising trends towards discrimination based on religion or belief, including in some national policies, laws and administrative measures that stigmatize groups of people belonging to certain religions and beliefs under a variety of pretexts relating to security and irregular immigration, thereby legitimizing discrimination against them and consequently impairing their enjoyment of the right to freedom of thought, conscience and religion and impeding their ability to observe, practise and manifest their religion freely and without fear of coercion, violence or reprisal, and, in this context, emphasizing the importance of article 27 of the International Covenant on Civil and Political Rights.

This is mainly due to the dedication of the staff and the strong partnership created within the relevant stakeholders in these countries.

The Packaging Act also follows the principle of producer’s responsibility, i.e. companieswho bring goods to the market in Estonia are under the obligation to ensure the collection and compliant handling of packaging waste and cover all related costs.

The Government notes that the Special Rapporteur on the Freedom of Religion or Belief noted that “the text of the reservation does not clearly specify whether the reservation is limited to the manifestation aspects of the right, or whether it is also intended to apply to the freedom to have or adopt a religion or belief of one’s choice” and therefore referred to the General Comment No. 22 of the Human Rights Committee, which provides in paragraph 8 that States parties may not reserve the right to deny freedom of thought, conscience and religion or to deny minorities the right toprofess their own religion.

Secondly, and of equal importance, she wished to thank the bilateral and implementing agencies, without their strong partnership anddedication the implementation of the Protocol would not have been so successful, and the Secretariat looked forward to working with them for many years to come.

Expressing deep concern about the continuing Israeli policy of closures and severe restrictions on the movement of persons and goods, including medical and humanitarian personnel and goods, via the imposition of prolonged closures and severe economic and movement restrictions that in effect amount to a blockade, crossing closures, checkpoints and a permit regime throughout the Occupied Palestinian Territory, including East Jerusalem, and the consequent negative impact on the socio-economic situation of the Palestinian people, which remains that of a dire humanitarian crisis, as well as on efforts aimed at rehabilitating and developing the damaged Palestinian economy and on the contiguity of the Territory

For instance, the Law on the Protection of Human Rights and Human Dignity on Biological and Medical Applications (Decree-Law 111/99) forbids discrimination on grounds of genetic ancestry, and the Law on the Freedom of Religion, Worship and Profession of Faith (Law 5/98/M) establishes that no one may be harmed, persecuted, deprived of rights or exempt from responsibilities or civic duties by reason of not professing any religion, or due to their convictions or religious practices.

Cuba would continue to oppose any attempt to use human rights for purposes of domination, and it would continue its policy of cooperation in the area of human rights on the basis of mutual respect and international law.

The trade was also advised to consider reducing the use of artificial food colours of concern or replacing them with natural food colours or other alternatives.
