On the evening of Friday 10 September, the Comenius Medal was awarded by H.E. Ms Petra Buzková, Minister of Education, Youth and Sport of the Czech Republic, and Ms Françoise Rivière, Assistant Director-General in the Office of the Director-General, to seven educators and two projects selected by the jury chaired by Mr Pedro Nsingui Barros, President of the IBE Council, whose choices had been endorsed by the Director-General of UNESCO.

On the evening of Thursday 6 September, the Comenius Medal was awarded by Mr Eduard Zeman, Minister of Education of the Czech Republic, and Mr John Daniel, Assistant DirectorGeneral for Education, to five educators and three projects selected by the jury chaired by Mr Pieter de Meijer, President of the IBE Council, whose choices had been endorsed by the Director-General of UNESCO.

Masqaraboz Tozayoy told his fans that they could watch him on television singing the same song, and that they would also find him on posters in their schools.

On the basis of a review of the evidence in the Group’s archives (which is not substantively contradicted by documentation subsequently provided by Mr. Ngezayo), the Group concludes that there was sufficient evidence, including from FPJC sources, to indicate that Mr. Ngezayo was indeed in contact with FPJC, but not to present him as a political leader of that group, an overstatement the Group hereby acknowledges and regrets.

However, other actions could also be taken to strengthen the phase-out achieved, such as the adoption of environment-friendly production practices, new incentives to reduce the price of imported alternatives and the correct identification of the specific pests or diseases affecting crops.

What was required, speakers concurred, was more targeted initiatives by both least developed countries and their international commercial partners and other stakeholders to implement measures that would overcome institutional gaps and create appropriate incentives for more effective international collaboration to exploit investment opportunities, capitalize on unexploited trade opportunities, and assure more efficient and business-enabling knowledge sharing, especially best practices and other types of know-how, including the transfer of appropriate technologies.

The key factors that facilitated the smooth implementation by SIAP of all planned activities for 2009 were: (a) the strong support of the host Government, Japan, which continued to provide the bulk of cash contributions, administrative and infrastructure support, and fellowships for all four SIAP-Japan International Cooperation Agency (JICA) Tokyo Metropolitan Area (TMA)-based training courses; (b) the strong support of many other member States: cash and in kind contributions from those member States increased in 2009 compared with their level in 2008; and (c) close collaboration with United Nations agencies and international organizations, which provided the opportunity to combine efforts and address effectively the diverse capability-building needs of developing member States in the region.
