There was a clear call for postponement of any designation of responsibility as lead agency for protection in situations of natural disaster until outstanding questions were answered.

Algeria was saddened that joining the block position of a group of countries, Portugal had not accepted the recommendation of Algeria and many other countries to adhere to a core human rights instrument, the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families, although Portugal had long been a country of origin of migrant workers and was well placed to understand the suffering and indignity to which migrants were exposed.

Indeed, given its expertise in this area and the Organization’s mandate to preserve the tangible and intangible heritage of the world, UNESCO should strive to regain its leadership role in this area and become a reference in the region to donors, international cooperation agencies and local governments in promoting the culture and development paradigm to ensure that this approach becomes complementary to any more traditional restoration projects.

UNESCO has the opportunity to take a lead in this field covered by the new joint SC-CLT main line of action on “Enhancing the linkages between biological and cultural diversity as a key basis for sustainable development” and the “Local and Indigenous Knowledge Systems (LINKS) in a global society” cross-cutting project, for example through the proposed extrabudgetary project on “Culture-based sustainable rural development”.

Reiterating that fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development and that all countries should promote sustainable consumption and production patterns, with the developed countries taking the lead and with all countries benefiting from the process, taking into account the Rio principles,1 including the principle of common but differentiated responsibilities as set out in paragraph 7 of the Rio Declaration on Environment and Development, and also reiterating that Governments, relevant international organizations, the private sector and all major groups should play an active role in changing unsustainable consumption and production patterns, 1.

The Conference must take advantage of this positive momentum — which, as mentioned earlier, fortunately still characterizes the international area — to fully resume its role, which might even be a leadership role in the advancement of world peace and security.

It stressed the importance of partnership for improved efficiency and sustainability and suggested that the member countries take the lead in developing projects while providing, where possible, the necessary expertise and in-kind contribution to facilitate South-South cooperation.

Civil society organizations and the academic community have played an important role on sustainable consumption and production in raising awareness, developing tools (such as life-cycle analysis and footprinting), facilitating consumer-led initiatives or certification programmes (e.g., by Forest and Marine Stewardship Councils or on Fair Trade), and participating local actions and practical solutions.
