I raised a question on the aforesaid issues on 27 June this year, but some parents, unit guiders and staff members of the Association have relayed to me that the reply of the Secretary for Home Affairs ("SHA") to my question paid no regard to the situation that while all girl guides in Hong Kong are endeavouring to sell raffle tickets on the streets, the Association "fattens the top and thins the bottom" and cuts the raffle refund, resulting in insufficient funding for its units, and the Association has also hosted banquets with tens of tables either in hotels or in the Hong Kong Convention and Exhibition Centre ("HKCEC") for its annual general meetings ("AGMs").

We will not part until we have met because even though a timetable for selecting the Chief Executive by universal suffrage in 2017 is now available and a timetable for forming the Legislative Council in 2020 is available, I still wish to ask sincerely here whether they will be genuine elections.

given that the Association is able to solicit sponsorships to host banquets with tens of tables either in hotels or in HKCEC for its AGMs, whether the Government should immediately reduce the recurrent subvention to the Association by the same amount of the expenditure on the AGMs so as to use public funds effectively and establish an image of thrift for charities?

(g) whether it knows the venue of the Association's annual dinner to be held in November this year, the estimated expenses, the number of tables reserved, the necessity of choosing this venue, and whether it is feasible to choose some other venues that will incur lower expenses (for example, the Association's Headquarters), so that the savings from dinner expenses may be used on the development of girl guides units?

Local governments have turned in-house cafeterias into fine restaurants and hosted lavish private dinners in their homes in order to avoid being seen indulging in public, according to South China Morning Post.
