Thirdly, UNAMA’s renewed mandate was informed by important developments over the past year, namely, the beginning of transition; important progress on regional cooperation at the Istanbul Conference; the strategic decision at the Bonn Conference to enter into firm, mutual commitments and to chart out an internationally supported decade of transformation; increased momentum towards a political process and the decision of the Council to split the sanctions regime established pursuant to resolution 1267 (1999).

With regard to the implementation of the recommendations already accepted, the delegation noted that most of the needed legislative reforms would be considered during the parliamentary session to be held between March and June 2010, or at the latest, the September 2010 session, with particular attention paid to the law implementing the Rome Statute of the International Criminal Court, the law on the creation, organization and functioning of the national human rights institution, in accordance with the Paris Principles, the law on parity between men and women, the ongoing reform of the criminal and family codes and the laws allowing ratification of international human rights treaties.

In that resolution, the Commission took note of the fifth report of the Executive Director on the world drug problem (E/CN.7/2008/2 and Add.1-6); and stressed that the preparatory process for the high-level segment should be a period of reflection, taking into account the international drug control treaties and measures that had led to positive outcomes and aspects that required greater effort, and that during the preparatory process an objective, scientific, balanced and transparent global evaluation should be conducted of the implementation of the declarations and measures adopted by the General Assembly at its twentieth special session.

Several delegations pointed out that private standards had a negative impact on export and economies in their countries, especially on small scale producers; they were difficult to implement; they were not based on science; their development was not open and transparent; there was no dispute settlement procedure for these standards; and claims stating that these standards were safer than public standards might mislead consumers.

Least developed country delegations expressed gratitude for international support received from development partners and others, and stated that that assistance, in combination and complementarity with national efforts, had helped least developed countries make some important progress towards achieving internationally agreed objectives, particularly in areas related to the empowerment of women, primary education and health.

Some delegations reiterated the commitment of their countries to the peaceful use and exploration of outer space and emphasized the following principles: equal and non-discriminatory access to outer space and equal conditions for all States, irrespective of their level of scientific, technical and economic development; non-appropriation of outer space, including the Moon and other celestial bodies, by claim of sovereignty, use, occupation or any other means; non-militarization of outer space, and its exploitation strictly for the improvement of living conditions and peace on the planet; and regional cooperation to promote space activities as established by the General Assembly and other international forums.
