In addition to facilitating the work of the Assembly, the Committee is of the view that doing so would help to eliminate redundancies and avoid inconsistencies, such as had been noted with respect to proposals for the use of the Peacekeeping Reserve Fund (see A/65/775, para. 7).

The Assembly decided to review, at its earliest opportunity, all elements of the methodology of the scale of assessments with a view to a decision before the end of its sixty-sixth session to take effect, if agreed, for the 2013–2015 scale period; and requested the Committee, in accordance with its mandate and the rules of procedure of the Assembly, to make recommendations, and report thereon to the Assembly at the main part of its sixty-fifth session (resolution 64/248).

Broadly, those views ranged from satisfaction with the current terms of reference to an acknowledgement that some limited amendments might be needed in order to strengthen the Advisory Committee, to transforming the Advisory Committee into a body entrusted with performing tasks on behalf of the Commission during the intersessional period.

This has led to a significant rise in cost in terms of temporary assistance and overtime, as the smooth running of the Board’s work and its timely completion has meant an increase in the number of extended meetings, sometimes until 11 p.m. This implies additional night work once these meetings have ended, in particular in order to prepare meeting rooms and documentation for the next day.

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

The Assembly also recognized the need to study the methodology in depth and in an effective and expeditious manner, taking into account views expressed by Member States, and decided to review, at its earliest opportunity, all elements of the methodology of the scale of assessments, with a view to taking a decision before the end of its sixty-sixth session, to take effect, if agreed, for the 2013-2015 scale period.
