There is significant scope for countries to share their experience in technical and vocational education.

There is now a clear and growing appreciation of the need for focus on “key niches” where UNESCO can make a difference in EFA action at the country level.

Its objectives are to recognize, support and promote excellence in scientific research in the South; provide promising scientists in the South with research facilities necessary for the advancement of their work; facilitate contacts between individual scientists and institutions in the South; encourage North-South cooperation between individuals and centres of scholarship; and encourage scientific research on major problems in less developed countries.

UNESCO can be seen as very well positioned with regard to this theme, which has finally reached the top of the international sustainable development agenda, not only through the Johannesburg Summit but also as a Millennium Development Goal.

Intersectoral work holds particular promise for UNESCO in the context of the United Nations reform where the capacity to approach an issue in an integrated manner can add value when pursuing the Organization’s global goals, commitments and principles, agreed at country level.

Agencies stressed, however, that there was much to do in the area of harmonization, and that a common culture would flourish more readily in an environment of enhanced harmonization of rules and practices.
