Meanwhile, on the issue of humanitarian access, while the United Nations and the Organization of Islamic Cooperation needs assessment report identified 1 million people in need of humanitarian assistance in the Syrian Arab Republic, no substantive progress has been achieved over the past weeks of negotiations on access to those in need, or in increasing the capacity of organizations onthe ground.

Yet, it is also true that, without adequate and early recourse to all instruments available within the system to promote the sustainable economic development of the country or region affected by conflict, there is a serious risk of a relapse into violence that may undo years and sometimes decades of great human and material effort and cost devoted to the maintenance of peace, and result in the sustained maintenance of the security component on the ground without envisioning a safe exit strategy.

All or any of the rights attached to the Subdivided Shares being issued may, subject to the provisions of the Cayman Islands law, be varied or abrogated with the consent in writing of the holders of not less than three fourths in nominal value of the issued Subdivided Shares or with the sanction of a special resolution passed at a meeting of the holders of Subdivided Shares.
