Such regrettable outbursts are unacceptable to the Republic of Serbia.

However, some members were more favourable to the more general openendedness implied by the language, considering it appropriate for a text that was intended to make propositions of general application.

The Secretary-General, in consultation with the Committee, appointed Duk Ho Moon, Republic of Korea (proliferation of weapons of mass destruction, to replace David J. Birch, United Kingdom of Great Britain and Northern Ireland, who had resigned effective 20 December 2010) on 22 February 2011; John Everard, United Kingdom (regional issues), on 21 March 2011; and William Newcomb, United States of America (finance) and Katsuhisa Furukawa, Japan (nuclear issues), on 22 August 2011.

As an international parliamentary organization aimed at promoting political dialogue between its members, TURKPA fully adheres to the purposes and principles enshrined in the Charter of the United Nations and considers interparliamentary cooperation as crucial for strengthening peace, democracy and economic development.

TURKPA had been granted observer status in IPU and the Parliamentary Union of the Organization of Islamic Cooperation member States, had participated as a guest in the OSCE Parliamentary Assembly and had taken part in the parliamentary activities of the South-East European Cooperation Process (SEECP) and the Conference on Interaction and Confidencebuilding Measures in Asia (CICA).

The UNCT referred to reports indicating the disproportionate limitations on the exercise of freedom of religion, referring to a need to protect national security and public order and combat religious extremism.125 The Government is concerned about perceived extremist groups with radical religious or political agendas and continues its ban on four organizations it deems to be extremist: Hizb ut-Tahrir (HT), the Islamic Party of Turkestan, the Organization for Freeing Eastern Turkestan, and the Eastern Turkestan Islamic Party.

On the basis of a review of the evidence in the Group’s archives (which is not substantively contradicted by documentation subsequently provided by Mr. Ngezayo), the Group concludes that there was sufficient evidence, including from FPJC sources, to indicate that Mr. Ngezayo was indeed in contact with FPJC, but not to present him as a political leader of that group, an overstatement the Group hereby acknowledges and regrets.

Those organizations could participate in its meetings as observers or guests, as could national parliaments that were not TURKPA members.

In his opening remarks, Mr Ahmed Sayyad, the representative of the Director-General, highlighted the resolution of the General Conference in which the Committee is called upon to further develop its intellectual and ethical reflection and intensify the dialogue with non-governmental partners in order to improve NGOs contribution to UNESCO’s programme.

At the same session, the General Assembly appointed Ms. Marilyn Kaman (United States of America) as an ad litem judge of the United Nations Dispute Tribunal for a one-year term of office beginning on 1 July 2010, as a result of the resignation of Mr. Michael Adams.

The Baku Declaration reaffirms the common will of TURKPA members to adhere to the principles of national independence, sovereign equality, territorial integrity, inviolability of State borders, non-interference in the internal affairs of each other and the inadmissibility of the threat or use of force, as well as to strengthen their political and economic security and develop their national economies.

The national parliaments that are not members of TURKPA and representatives of international parliamentary and other organizations may participate in the public meetings of TURKPA as observers and guests with the consent of the Council of TURKPA and by invitation of the Chairperson.

Ongoing interaction between the Secretary General of TURKPA and the President of the Parliamentary Assembly of the Council of Europe, officials of the Parliamentary Assembly of the North Atlantic Treaty Organization, the Parliamentary Assembly of OSCE, the Parliamentary Assembly of BSEC, the Parliamentary Union of OIC, the Inter-Parliamentary Assembly of CIS and the European Parliament contributes to the development of dialogue and cooperation and strengthens the role of parliamentary diplomacy in the world.

The majority of recommendations had been identified as constructive and target-oriented, and many of the recommended measures had already been incorporated in plans of action and were at different stages of implementation.
