NTF aims to develop a comprehensive approach and plays a significant role in policy making for prevention, protection and prosecution.

In order to strengthen capacity-building, greater national capacities are necessary for designing national plans together with a wider involvement of non-State actors, a deeper understanding in the international community of capacitydevelopment issues, more focus on the demands of users, improved aid coordination and donor collaboration, more capacity investments on the regional and global levels and a greater role for information technology in capacity-building.

The partners may, for example, include schools, local authorities, healthcare institutions, i.e. organisations that fill a parallel significant role in solving the client’s problems, as unemployment may also be caused by health problems, shortfalls in education, lack of childcare facilities, etc.

Diversifying partnerships and the sources of development finance, with a greater role awarded to southern players, are important aspects of this approach.

Ministers may wish to discuss how UNESCO could best respond to national priorities in its fields through common country programming tools, and how – at the national level – national ownership of education, sciences, culture, communication and information could best be exercised, including by assigning a stronger role to line ministries.

Several delegates stressed that universal access to information and knowledge, along with the quality of content, and pluralistic, free and independent media, were preconditions for ICTs to play an important role for development.

Successful identification and implementation by the scientific community of the European and international standards in the field, the recommendations and resolutions of the International Organisations active in this field, better use of the possibilities to participate in international grant programmes, increase of researchers’ mobility, inclusion of regional and global problems in the sphere of coverage of local scientific researches, society awareness of the role of knowledge as a driving force of development – are all elements which contributed to the intensification and extension of the international scientific relations.

The increased participation in the Conference on Disarmament deliberations of foreign ministers representing observer States not only demonstrates continued political support for the work of the Conference, but also illustrates a growing sense of frustration, as has already been observed, that this important body has not been used for much purpose at all for many years now.

They also called for the ethnic and religious groups to play a larger role in policing their own communities or to be integrated into the Iraqi security forces as part of a unified army and police force.

This multi-year partnership could be instrumental in global efforts to coherently address non-tariff measures and the negative impacts that they have on international trade and on developing countries’ exports.
