In pursuit of 32 C/Resolution [...] [...]

The attention of the Commission is also drawn to paragraph 4 of the annex to Council resolution 1982/50, in which the Secretary-General recommended that: (a) the documentation and programme of work of the subsidiary bodies of the Council and the Assembly be streamlined in order to enable the subsidiary bodies to perform effectively the functions entrusted to them; (b) the Council and the Assembly continue to review the provisional agendas for their subsidiary bodies, together with the list of requested documentation, in order, inter alia, to establish greater consistency in the overall request for documentation and its orderly consideration at the intergovernmental level, taking fully into account the mediumterm plan and the programme budget; and (c) in doing so, the Council and the Assembly also take into account the need for the consolidation of items and documentation for their subsidiary machinery.

The representative of Turkey underlined the following points: (a) the organization, Centre Europe-tiers monde had been failing to adhere to the basic principles of the Charter of the United Nations and the basic requirements set out in Council resolution 1996/31 by disrespecting the territorial integrity and political unity of Turkey; (b) the organization had been undertaking unsubstantiated and politically motivated allegations against Turkey; (c) the organization had been inciting and condoning acts of terrorism against States Members of the United Nations, which is prohibited under international law; (d) the organization had become a propaganda vehicle of the terrorist organization PKK/Kongra-Gel; and (e) the organization had not taken into consideration earlier statements of Turkey regarding the need to uphold its obligations and responsibilities under the Charter and Council resolution 1996/31.

As the Council’s meeting addresses the issue of nuclear-weapon-free zones, NAM reaffirms the need for the speedy establishment of a nuclear-weapon-free zone in the Middle East in accordance with Security Council resolution 487 (1981) and paragraph 14 of Council resolution 687 (1991) and the relevant General Assembly resolutions adopted by consensus; and, pending its establishment, NAM demands that Israel, the only country in the region that has not joined the Treaty on the Non-Proliferation of Nuclear Weapons or declared its intention to do so, renounce possession of nuclear weapons, accede to the Treaty without further delay, place promptly all its nuclear facilities under International Atomic Energy Agency fullscope safeguards according to Security Council resolution 487 (1981) and conduct its nuclear-related activities in conformity with the non-proliferation regime.

The representative of Japan recalled that a decision by the Sixteenth Meeting of the Parties had requested the Executive Committee to consider “(a) Funding additional demonstration projects to help demonstrate the value of replacement of CFC-based chillers, pursuant to relevant decisions of the Executive Committee; (b) Funding actions to increase awareness of users in countries operating under paragraph 1 of Article 5, of the impending phase-out and options that may be available for dealing with their chillers and to assist Governments and decision makers; (c) Requesting those countries preparing or implementing refrigerant management plans to consider developing measures for the effective use of the ozone-depleting substances recovered from the chillers to meet servicing needs in the sector.

In section V, paragraph 11, of the same resolution, the General Assembly requested the Secretary-General to seek a more effective strategy to fill current and future language post vacancies at all duty stations in a timely manner, took note of paragraph 92 of the report of the Secretary-General on the pattern of conferences (A/63/119 and Corr.1), and also requested the Secretary-General to hold the competitive examinations for the recruitment of language staff referred to in that paragraph, as well as other examinations beyond 2009, well in advance so as to fill current and future language post vacancies at all duty stations in a timely manner, and to inform the Assembly at its sixty-fourth session of efforts in that regard.

Furthermore, as noted in paragraph 2 above, pursuant to General Assembly resolution 63/266, the Secretary-General has included in his report a projection of the total budget for special political missions for the biennium 2010–2011, which he estimates could amount to some $1,148,739,700, or $319,811,300 more than the provision for special political missions in the proposed programme budget for the biennium 2010–2011 (see A/64/349, para. 78 and annex III).

Consideration of each annual review in the General Assembly and the Economic and Social Council should include, inter alia, (a) follow-up, monitoring and assessment of progress in the implementation of the Programme of Action at the national, subregional, regional and global levels through reporting by Governments, as well as by the secretariats and intergovernmental bodies of the United Nations system and of other relevant subregional, regional and international organizations and institutions; (b) fostering international cooperation in support of the Programme of Action, including coordination among donors and among organizations referred to above; and (c) elaborating new policies and measures in the light of changing domestic and external circumstances facing least developed countries.

The Advisory Committee had commented in more detail on disciplinary issues in its report on investigations pursuant to General Assembly resolution 62/247 (A/63/492) and would address the issue of delegation of authority for disciplinary matters in the field in its forthcoming report on the administration of justice.

Several delegations expressed their appreciation to the Executive Secretary and the ESCAP secretariat for their efforts to focus greater attention and resources on small island developing States in the Pacific, and for the assistance provided to Pacific island developing countries in the preparation for the Conference.

We underline the need to follow up on the discussions held and recommendations made at previous meetings on the implementation of the Programme of Action, including the Third Biennial Meeting of States (2008), the Fourth Biennial Meeting of States (2010) and the Open-ended Meeting of Governmental Experts (2011), and on related topics taken up by the General Assembly over the past decade, such as the negative humanitarian and development impact of the illicit manufacture, transfer and circulation of small arms and light weapons (see resolution 60/68) and promoting development through the reduction and prevention of armed violence (see resolution 63/23 and document A/64/228).

With regard to paragraph 8 of the draft resolution, attention was drawn to section VI of General Assembly resolution 45/248 B, in which the Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee entrusted with responsibilities for administrative and budgetary matters and reaffirmed the role of the Advisory Committee on Administrative and Budgetary Questions.

The General Committee may also wish to draw to the attention of the General Assembly that explanations of vote should be limited to 10 minutes; that, when the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee; and that delegations should exercise their right of reply at the end of the day whenever two meetings have been scheduled for that day and whenever such meetings are devoted to the consideration of the same item (decision 34/401, paras. 6-8 (A/520/Rev.17, annex V)).

I would appreciate if the present letter and its annex could be circulated as a document of the sixty-third session of the General Assembly, under agenda items 15, 16, 29 and 65 (c), of the tenth emergency special [...] [...]

(f ) To continue its consideration of the question at its sixty-seventh session under the item entitled “Promotion and protection of the rights of children”, focusing section III of the resolution entitled “Rights of the child” on indigenous children, bearing in mind relevant international norms and standards and regional and national particularities.

She proposed to divide the Commission’s work into five debates: (i) a debate on item 5.9 – Follow-up to the Round Table of Ministers and Senior Officials Responsible for Physical Education and Sport and item 5.10 – Proclamation by the United Nations General Assembly of an international year for physical education and sport; (ii) a general debate on item 3.1 – Preparation of the Draft Programme and Budget for 2006-2007; (iii) a general debate on Major Programme I of the Draft Programme and Budget for 2004-2005; (iv) a debate on items 5.4, 5.17, 5.20, 7.5 and 7.7; and (v) consideration of the recommendations of the Commission concerning proposed resolutions in Draft 32 C/5 and recommendations of the Executive Board thereon, draft decisions proposed under items 5.9, 5.20, 7.5 and 7.7, and draft resolutions submitted by Member States concerning document 32 C/5 and other items.

Also invites the Secretary-General, on the basis of the extensive international work experience acquired by the White Helmets, as recognized by the General Assembly since the adoption of its resolution 49/139 B, the first resolution on the White Helmets initiative, and in view of the success of coordinated actions carried out with, inter alia, the United Nations Children’s Fund, the World Food Programme, the Food and Agriculture Organization of the United Nations, the Office for the Coordination of Humanitarian Affairs of the Secretariat, the United Nations Development Programme and the United Nations Volunteers, to suggest measures to enhance the integration of the White Helmets initiative into the work of the United Nations system and to report thereon to the Assembly at its sixty-seventh session in a separate section of the annual report on the strengthening of the coordination of emergency humanitarian assistance of the United Nations.

[...] should encourage the General Assembly to adopt, as a matter of urgency, appropriate permanent measures to ensure that indigenous peoples’ governance bodies and institutions, including traditional indigenous Governments, indigenous parliaments, assemblies and councils, [...] [...]

The 10-point resolution, inter alia, calls for the United Nations to compel Israel to immediately cease its military attacks on Gaza; demands a full withdrawal of Israel from the Palestinian Territory of Gaza; urges the United Nations to convene an emergency special session of the General Assembly; appeals for the international community to immediately extend humanitarian contributions to Gaza; and urges all parties to adhere to resolutions adopted by the Security Council on this matter in efforts towards the peace process.

The Security Council also recalls the Beijing Declaration and Platform for Action (A/52/231) and the outcome document of the twenty-third Special Session of the United Nations General Assembly entitled “Women 2000: Gender Equality, Development and Peace for the Twenty-First Century (A/S23/10/Rev.1), in particular the commitments concerning women and armed conflict.

In accordance with subparagraphs 4 (d) and (e) of article 11 of the statute of the Joint Inspection Unit (General Assembly resolution 31/192, annex): when a report concerns only one organization, the report and the comments of the executive head thereon shall be transmitted to the competent organ of that organization not later than three months after receipt of the report for consideration at the next meeting of the competent organ; and, when a report concerns more than one organization, the report, together with the joint comments and any comments of the respective heads on the matters that concern their particular organization, shall be ready for submission to the competent organs of the organizations not later than six months after receipt of the Unit’s report for consideration at the next meeting of the competent organs concerned.
