With respect to the fight against racism and racial discrimination, UNESCO will continue the implementation of the Integrated Strategy to Combat Racism, Discrimination, Xenophobia and Related Intolerance, including a reinforcement of the Coalition of Cities Against Racism and Discrimination.

UNHCR has made combating racism and related xenophobia a key protection priority, and launched a number of public awareness campaigns and solidarity initiatives.

At its sixty-fifth session, the General Assembly decided to consider, at its sixtyseventh session, under the item entitled “Elimination of racism, racial discrimination, xenophobia and related intolerance”, the reports of the Committee on its seventyeighth and seventy-ninth and its eightieth and eighty-first sessions, the report of the Secretary-General on the financial situation of the Committee and the report of the Secretary-General on the status of the Convention (resolution 65/200).

Taking note of the reports of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance submitted to the Human Rights Council at its fourth, sixth, ninth and twelfth sessions,9 in which the Special Rapporteur highlighted the serious nature of the defamation of all religions and the need to complement legal strategies, and reiterating the call of the Special Rapporteur to all States to wage a systematic campaign against incitement to racial and religious hatred by maintaining a careful balance between the defence of secularism and respect for freedom of religion and by acknowledging and respecting the complementarity of all the freedoms embodied in internationally agreed human rights instruments, including the International Covenant on Civil and Political Rights

The Committee urges the State party to consider adopting a comprehensive anti-discrimination legislation, addressing all manifestations of racism, racial discrimination, xenophobia and related intolerance in all spheres of life, and providing, inter alia, for effective remedies in civil and administrative proceedings.

In recalling the Movement’s opposition to all forms of racism, racial discrimination, xenophobia and related intolerance and expressing serious concern on the resurgence of contemporary forms of such abhorrent crimes in various parts of the world, the Ministers took note of the ongoing progress made by States at the national, regional and international levels, focusing on the comprehensive follow-up to the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance and the effective implementation of the Durban Declaration and Program of Action.

The High Commissioner also called on States to fight against racism, xenophobia and related intolerance.

We recognize that specific groups are particularly vulnerable to situations of urban crime, and we therefore recommend the adoption and implementation of civic intercultural programmes, where appropriate, aimed at combating racism and xenophobia, reducing the exclusion of minorities and migrants and thus promoting community cohesion.

A regional consultation on “Africa and the challenges faced in the struggle against racism, discrimination and xenophobia”, organized in cooperation with the Senegalese National Commission for UNESCO, examined how UNESCO could best contribute to the implementation of recommendations made by the Durban World Conference.

The European Union welcomed the fact that the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance had cooperated with the Special Rapporteur on freedom of religion or belief and the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression to anchor their work in the appropriate international legal context.

Delegates of the Council have participated in the meetings of the Human Rights Commission, world conferences such as the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance and the sessions of the Commission on Sustainable Development, including: (a) the sixtyfirst session of the Human Rights Commission: briefs on the situation in Darfur, Colombia and Timor-Leste and a resolution on impunity were distributed; (b) representatives received accreditation to the session of the Commission on Sustainable Development that met in New York in April 2005; (c) sixty-second session of the Human Rights Commission; (d) fourth special session of the Human Rights Council; (e) seventh session of the Human Rights Council, 2008.

[...] Monitoring Centre is responsible for compiling information on racism and xenophobia for use as the basis for studies and reports, as well as for promoting and coordinating policies in favour of the principle of equality of treatment, and for combating racism and xenophobia in the area of immigration.

(e) Identification of further concrete measures and initiatives at all levels for combating and eliminating all manifestations of racism, racial discrimination, xenophobia and related intolerance in order to foster the implementation of the Durban Declaration and Programme of Action and to address challenges and impediments thereto, including in the light of developments since its adoption in 2001.

We also invite Member States to take immediate steps to incorporate into international crime prevention strategies and norms measures to prevent, prosecute and punish crimes involving violence against migrants, as well as violence associated with racism, xenophobia and related forms of intolerance.

However, the Committee shares the concerns of the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance at several policies which may have marginalized certain minority ethnic groups, including the Malay.

The organization endorsed several statements to the Human Rights Council on the eradication of extreme poverty as a condition to peace; the relation between indigenous people and the human right to peace; the human right to peace vs. racism, xenophobia and other forms of discrimination; the gender approach to the human right to peace; and the human right to peace and migration.

The 2001 World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance (WCAR), held in Durban, South Africa, was a landmark event in the struggle to improve the lives of millions of human beings around the world who are victims of racial discrimination and intolerance.

This document, which is the international community's blueprint for action to fight racism, was adopted by consensus at the 2001 UN World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance held in Durban, South Africa.

Another has created an interdepartmental working group on migration to implement measures to encourage integration, including in the areas of language skills and employment training, to promote dialogue with immigrants and to monitor xenophobia, racism and extremism.

In it, the Committee welcomed the impetus given by the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance to further implementation of the Durban Declaration and Programme of Action.

Some States have developed national plans against discrimination (including in follow-up to the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance) and have also developed national plans in follow-up to the high-level meeting on inter-religious and intercultural dialogue, in implementation of General Assembly resolution 63/22.

We pay homage to the memory of the victims of the Holocaust and reiterate our commitment to continuing to prevent and fight antisemitism and all forms of racism, xenophobia and discrimination wherever they may occur.
