Integrate gender perspectives into all disarmament, demobilization and reintegration policies and programmes and ensure that the special needs of women and girls are taken into account.

The Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator will direct programmatic activities in the functional areas of humanitarian assistance, disarmament, demobilization and reintegration, return, recovery and reintegration, development coordination, protection, HIV/AIDS and gender.

In that connection, the assessment mission proposed the following key benchmarks as preconditions for a more substantial drawdown of the force: (a) completion of credible disarmament, demobilization and reintegration of former combatants and dismantling of militias; (b) successful completion of the elections; (c) commencement of security sector reform, in particular confidence-building measures within a broader framework for democratic governance and oversight of the security sector, reunification of the army and establishment of functional and republican Ivorian armed forces and security services; and (d) restoration of State authority throughout the country.

The strategy document will focus on police, rule of law, disarmament, demobilization and reintegration, security sector reform and mine action activities and will seek to assist field operations to establish priorities for implementing complex mandates and sequencing their activities in these critical areas; and assist with the rule of law and security-related components of field operations to better allocate their resources and define their capability and resource gaps.

An amount of $152,000 is proposed for travel to participate in: peacekeepingrelated seminars, conferences, workshops and coordination meetings with World Bank officials in order to exchange on lessons learned on disarmament, demobilization and reintegration, the annual Inter-Agency Working Group on Disarmament, Demobilization and Reintegration, which seeks to coordinate and harmonize the efforts of all United Nations actors on disarmament, demobilization and reintegration, and coordination meetings with African Union officials in Addis Ababa ($29,400); the Secretary-General’s annual retreat and a workshop at the Kofi Annan Training Centre in Accra ($22,700); seminar and workshops related to the different aspects of the police involvement in peacekeeping, support to national authorities and international policing ($92,300); and the annual meeting on juvenile justice ($7,600).

In its resolutions 1880 (2009) and 1911 (2010), the Security Council requested UNOCI to bring its full support to the implementation of the remaining tasks under the Ouagadougou agreements, in particular those that are essential to the holding of the presidential election; provide technical and logistical support to the Electoral Commission; support the disarmament, demobilization and reintegration programme and the disarmament and dismantling of militias; continue to assist the Government in restoring State authority, including a civilian policing presence and rule of law institutions throughout the country; continue to assist the Facilitator and his Special Representative in Abidjan; and continue to work closely with humanitarian agencies in areas of tension and with respect to the return of displaced persons in order to respond to possible outbreaks of violence and other threats against civilians in a timely and appropriate manner.

Other positive measures had been taken in the areas of disarmament, demobilization and the reintegration of children, the demobilization of women soldiers, the training of former child-soldiers, the strengthening of peace and the elimination of supplementary police forces.

More important, progress must be achieved in each of the countries on the Commission’s agenda, related to the elections in Burundi and support for economic recovery and reintegration there; to elections and disarmament, demobilization and reintegration in the Central African Republic; to security sector reform in Guinea-Bissau; and to continued consolidation of peace in Sierra Leone.

Convinced that a comprehensive and integrated approach towards certain practical disarmament measures often is a prerequisite to maintaining and consolidating peace and security and thus provides a basis for effective post-conflict peacebuilding; such measures include collection and responsible disposal, preferably through destruction, of weapons obtained through illicit trafficking or illicit manufacture as well as of weapons and ammunition declared by competent national authorities to be surplus to requirements, particularly with regard to small arms and light weapons, unless another form of disposition or use has been officially authorized and provided that such weapons have been duly marked and registered; confidence-building measures; disarmament, demobilization and reintegration of former combatants; demining; and conversion

From 24 to 26 February, briefings were provided to the Working Group of the Whole on the following topics: global field support strategy; capability driven approach; safety and security and the security risk management model; gender issues and child protection; strengthening the Office of Military Affairs; integrated operational teams and the integrated mission planning process; peacekeepingpeacebuilding nexus; security sector reform and disarmament, demobilization and reintegration; monitoring and surveillance technology; use of military helicopters; and human resources reform.

In this context, the Special Rapporteur makes a number of recommendations to the Government, including the need to address the persistence of racial discrimination and xenophobia and the lack of legislation that manifestly prohibits these conducts, the exploitation of migrants in the labour sector, the lack of interventions by the judiciary and police to protect migrants’ rights, the strict policy of detention and deportation of irregular migrants, the difficulties for migrant children to access education either in Japanese or foreign schools, and the overall lack of a comprehensive immigration policy that respects the human rights of migrants and ensures their integration into the Japanese society.
