In its resolutions 1880 (2009) and 1911 (2010), the Security Council requested UNOCI to bring its full support to the implementation of the remaining tasks under the Ouagadougou agreements, in particular those that are essential to the holding of the presidential election; provide technical and logistical support to the Electoral Commission; support the disarmament, demobilization and reintegration programme and the disarmament and dismantling of militias; continue to assist the Government in restoring State authority, including a civilian policing presence and rule of law institutions throughout the country; continue to assist the Facilitator and his Special Representative in Abidjan; and continue to work closely with humanitarian agencies in areas of tension and with respect to the return of displaced persons in order to respond to possible outbreaks of violence and other threats against civilians in a timely and appropriate manner.

In that connection, the assessment mission proposed the following key benchmarks as preconditions for a more substantial drawdown of the force: (a) completion of credible disarmament, demobilization and reintegration of former combatants and dismantling of militias; (b) successful completion of the elections; (c) commencement of security sector reform, in particular confidence-building measures within a broader framework for democratic governance and oversight of the security sector, reunification of the army and establishment of functional and republican Ivorian armed forces and security services; and (d) restoration of State authority throughout the country.

Upholding existing arms embargoes and export bans, improving the security and management of stockpiles of arms and ammunition, and further promoting disarmament within the context of disarmament, demobilization and reintegration programmes would also contribute to these efforts.

(g) To ensure, subject to the respective constitutional and legal systems of States, that the armed forces, police or any other body authorized to hold small arms and light weapons establishes adequate and detailed standards and procedures relating to the management and security of their stocks of these weapons, and to ensure that such stocks declared by competent national authorities to be surplus to requirements are clearly identified, that programmes for the responsible disposal, preferably through destruction, of such stocks are established and implemented, and that such stocks are adequately safeguarded until disposal

The parties had worked hard to establish a consensual modus operandi regarding the disputed list; to complete the disarmament, demobilization and reintegration of former combatants; and to dismantle the former armed groups, while continuing to work towards reunifying the country.

The strategy document will focus on police, rule of law, disarmament, demobilization and reintegration, security sector reform and mine action activities and will seek to assist field operations to establish priorities for implementing complex mandates and sequencing their activities in these critical areas; and assist with the rule of law and security-related components of field operations to better allocate their resources and define their capability and resource gaps.

The Government, with the participation of development partners, primarily the World Bank, must draw up a disarmament, demobilization and reintegration strategy as soon as possible.

Other positive measures had been taken in the areas of disarmament, demobilization and the reintegration of children, the demobilization of women soldiers, the training of former child-soldiers, the strengthening of peace and the elimination of supplementary police forces.

This is particularly important in the field of conventional weapons, small arms and light weapons and disarmament, demobilization and reintegration.

Convinced that a comprehensive and integrated approach towards certain practical disarmament measures often is a prerequisite to maintaining and consolidating peace and security and thus provides a basis for effective post-conflict peacebuilding; such measures include collection and responsible disposal, preferably through destruction, of weapons obtained through illicit trafficking or illicit manufacture as well as of weapons and ammunition declared by competent national authorities to be surplus to requirements, particularly with regard to small arms and light weapons, unless another form of disposition or use has been officially authorized and provided that such weapons have been duly marked and registered; confidence-building measures; disarmament, demobilization and reintegration of former combatants; demining; and conversion

From 24 to 26 February, briefings were provided to the Working Group of the Whole on the following topics: global field support strategy; capability driven approach; safety and security and the security risk management model; gender issues and child protection; strengthening the Office of Military Affairs; integrated operational teams and the integrated mission planning process; peacekeepingpeacebuilding nexus; security sector reform and disarmament, demobilization and reintegration; monitoring and surveillance technology; use of military helicopters; and human resources reform.

(d) Planning new disarmament, demobilization and reintegration programmes in Department-led operations, in coordination with other components of the Office of Rule of Law and Security Institutions, integrated operational teams, the Department of Political Affairs and other entities within the United Nations Secretariat, as well as United Nations agencies, funds and programmes.

UNICEF continued to support the disarmament, demobilization and reintegration (DDR) of child soldiers in a number of countries, including Burundi, Central African Republic, Philippines and Democratic Republic of the Congo, where 6,630 children were reintegrated into communities through a mixed system of transit centres and foster families.

The Security Council recognizes and welcomes the roles of, and contributions made by women as mediators, educators, peacemakers, peacebuilders and advocates for peace, as well as their active contribution to reconciliation efforts and disarmament, demobilization and reintegration processes.

The Foundation expanded its geographical range to address major challenges and emerging issues in Darfur and East Sudan and amplified its operations to include such new areas as disarmament, demobilization and reintegration, legal reform and juvenile justice.
