On the basis of United Nations policy, no provision is made for delays in collection.

Actual separation costs for area staff are charged to the financial period in which they are incurred and there is no prior provisions made for them.

In addition, paragraph 34 of the United Nations system accounting standards stipulates that “in the interests of prudent financial management, provision may be made as appropriate where the collection of the income so recognized is considered doubtful”.

The notes to the financial statements further state that separation costs (after-service health insurance, leave encashment and repatriation grant) of international staff are borne by the United Nations Secretariat and no provision for those costs is made in the financial statements of the Agency.

The allowance for assessed contributions is calculated by providing against the entire balance of arrears from the biennium 2008-2009 and before which are not under payment plans.

In paragraph 67, UN-Habitat agreed with the Board’s recommendation that it disclose in a note the policy regarding provisions for delays in the collection of outstanding contributions.

In its previous report, the Board recommended that the Administration make provisions for delays that could occur in the work schedule and continue to study methods for reducing delays as much as possible (A/64/5 (Vol. V), para. 78).

During the biennium 2008-2009, a provision was made in the budget to meet the Agency’s obligations towards end-of-service benefits for area staff expected to retire during the period, amounting to $19.4 million ($29 million as at 31 December 2007).
