In decision 1983/163, the Council requested the Secretary-General (a) to bring to the attention of intergovernmental and expert bodies, before decisions were adopted, any request for documentation that exceeded the ability of the Secretariat to prepare and process on time and within its approved resources; and (b) to draw the attention of intergovernmental bodies to areas where duplication of documentation was likely to occur and/or where opportunities for integrating or consolidating documents that dealt with related or similar themes might exist, with a view to rationalizing documentation.

Although no new policy issues had been identified during the project review process, pursuant to decision 67/16 the Secretariat had included a revised proposal on maximizing climate benefits from the phase-out of HCFCs in the refrigeration servicing sector in its overview of issues identified during project review.

It is noteworthy that programmes implemented by the Office in the area education focused on the following strategic areas of support, all directly responding to strategies and results contained in Kenya Education Sector Support Programme (KESSP), the education sector’s plan to materialize Vision 2030: strengthening the planning, monitoring and evaluation of the education system through EMIS; enhancing the education sector responses to HIV and AIDS; improving the quality of education for peace programme; and strengthening literacy development through advocacy and technical support to strategic planning.

In section V, paragraph 10, of its resolution 63/248, the General Assembly recognized the acute problems faced by the United Nations Office at Geneva in providing conference services as required, as described by the Secretary-General in paragraph 103 of his report on the pattern of conferences (A/63/119 and Corr.1), and in that connection requested the Secretary-General to address those problems and to make all efforts to meet requirements in the context of the latest surge of meetings.

It also noted that the Subregional Office had built two-way linkages between ESCAP headquarters and member States, established working relations with sectoral ministries and governmental organizations and forged partnerships with financial institutions and intergovernmental organizations based in North and Central Asia.

Commending the Secretariat on the progress achieved in human resources management reform since the issuance of the Secretary-General’s report on investing in people (A/61/255), including in relation to the development of a new talent management system, he welcomed the Secretariat’s efforts to enhance its transparency and improve interaction with Member States, which would help to strengthen mutual trust.

For those cases in which they do not, a court may take into consideration a variety of other additional factors, including the location of the debtor’s books and records, the location where financing was organized or authorized, the location from which the cash management system is run, the location of the principal bank, the location of employees, the location in which commercial policy is determined, the site of controlling law governing the main contracts of the company, the location from which purchasing or sales staff, accounts payable and computer systems are managed, the location where reorganization is being conducted, the location whose law will apply to most disputes, the location in which the debtor is subject to supervision or regulation, and the location whose law governs the preparation and auditing of accounts.

It reiterated the lead role of decentralized offices in the country programming process, the development of their capacities in this regard, the necessity of the engagement of member countries, and the close linkages between FAO’s resource mobilization strategy and the country programming process.

At its sixty-sixth session, the General Assembly welcomed the ministerial minisummit on the humanitarian response to the Horn of Africa crisis, held in New York on 24 September 2011, the African Union pledging conference for the Horn of Africa, held in Addis Ababa on 25 August 2011, expressed its appreciation, in the year which marked the sixtieth anniversary of the 1951 Convention, for the leadership shown by the Office of the United Nations High Commissioner for Refugees, and commended the Office for its on-going efforts, with the support of the international community, to assist African countries of asylum, and urged the international community, in the spirit of international solidarity and burden-sharing, to continue to fund generously the refugee programmes of the Office, taking into account the substantially increased needs of programmes in Africa (resolution 66/135).

It was recommended that the secretariat, while developing the knowledge management system, seek to complement existing knowledge management systems and similar initiatives, engage in partnership-building and, taking into consideration the technology and capacity limitations that end-users may have, make the knowledge management system as simple as possible with the aim of facilitating its broad accessibility and usability.

Noting with concern measures that can undermine human rights and the rule of law, such as the detention of persons suspected of acts of terrorism in the absence of a legal basis for detention and due process guarantees, the deprivation of liberty that amounts to placing a detained person outside the protection of the law, the trial of suspects without fundamental judicial guarantees, the illegal deprivation of liberty and transfer of individuals suspected of terrorist activities, and the return of suspects to countries without individual assessment of the risk of there being substantial grounds for believing that they would be in danger of subjection to torture, and limitations to effective scrutiny of counter-terrorism measures

I wish to draw the attention of members to document S/2010/335, which contains the report of the Secretary-General on developments in Guinea-Bissau and on the activities of the United Nations Integrated Peacebuilding Office in that country.

The serious engagement of Palestinian factions over the past month in a dialogue process mediated by Egypt has led to the establishment of five committees that are working on national reconciliation issues, the successful outcome of the Cairo international conference on the reconstruction of Gaza and the further efforts of the Palestinian Authority to improve socio-economic rehabilitation and reconstruction, especially in the face of the devastating global financial crisis.
