In paragraphs 10 to 17 of his report (A/64/532), the Secretary-General provides information on the status of implementation and procurement activities, as well as the actual costs of the first phase of the standardized access control project, which involved a total of 10 locations, including United Nations Headquarters at New York, offices away from Headquarters, the International Criminal Tribunal for Rwanda and the International Tribunal for the Former Yugoslavia.

Therefore, in accordance with the guidelines for the preparation of tables on illustrative indicators provided by the Office of the United Nations High Commissioner for Human Rights (OHCHR) (HRI/MC/2008/3), the data contained in this initial report are derived from process indicators, since, until a structural approach to the issue is developed, outcome indicators cannot be used.

In section V, paragraph 5, of its resolution 64/230, the General Assembly noted with appreciation the measures taken by the Secretariat to fill current and future vacancies at the United Nations Office at Nairobi and the information contained in paragraphs 87 to 89 of the report of the Secretary-General on the pattern of conferences (A/64/136), and requested the Secretary-General to consider further measures aimed at decreasing the vacancy rates in Nairobi and to report thereon to the General Assembly at its sixty-fifth session.

If, as suggested in paragraph 11 of the report of the Advisory Committee (A/63/593), such missions’ activities were directed towards operational matters and, as such, did not lend themselves to full integration with the work programme of the Secretariat, he wondered why the Secretary-General was proposing special political missions with no time limit, as in the case of the United Nations Regional Centre for Preventive Diplomacy for Central Asia, and why the functions of the United Nations Office for West Africa did not fit within the work programme.

It is noteworthy that programmes implemented by the Office in the area education focused on the following strategic areas of support, all directly responding to strategies and results contained in Kenya Education Sector Support Programme (KESSP), the education sector’s plan to materialize Vision 2030: strengthening the planning, monitoring and evaluation of the education system through EMIS; enhancing the education sector responses to HIV and AIDS; improving the quality of education for peace programme; and strengthening literacy development through advocacy and technical support to strategic planning.

[...] noted that the fact that the main challenge faced by Nigeria concerned unexploded ordnance points to how valuable this Convention is in ensuring that not only landmines are dealt with by affected countries, but that all other explosive remnants of war are dealt with.

Given the regional dimension of the conflict, I reiterate the recommendation in my report on the situation of children and armed conflict in Chad (S/2008/532) that the respective United Nations country teams in the Sudan, Chad and the Central African Republic, as well as UNAMID, UNMIS, the United Nations Mission in the Central African Republic and Chad (MINURCAT) and the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA) peacekeeping and political missions, dedicate the required resources to ensure that mechanisms are in place for information exchange and cooperation on cross-border child protection concerns such as the recruitment, release and reintegration of children.

It also noted that the Subregional Office had built two-way linkages between ESCAP headquarters and member States, established working relations with sectoral ministries and governmental organizations and forged partnerships with financial institutions and intergovernmental organizations based in North and Central Asia.

In follow-up to the recommendations of the Working Group, approved by the Security Council, and subject to and consistent with applicable international law and relevant Security Council resolutions, including Security Council resolution 1612 (2005) and 1882 (2009), I am entrusted, in my capacity as Chair of the Working Group, to commend the efforts undertaken by your Special Representative for Children and Armed Conflict, the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Children’s Fund (UNICEF) in coordination with the Government of Sri Lanka to contribute actively to the protection of children.

The Commission expressed appreciation for the work of the ESCAP Pacific Office and the support it had provided for members in the subregion, particularly its technical assistance and capacity-building activities in the areas of sustainable development, green growth, and the integration of social, environmental and economic outcomes.
