Professor Young told the Commission that a number of unfortunate circumstances converged on HKIEd, including the funding cuts (which applied to all institutions), the demographics leading to a substantial reduction in the demand for teachers and therefore cuts or potential cuts for teacher education providers (a particularly serious problem for a “mono-technic” HEI such as HKIEd), the community’s increasing expectation that all teachers should be graduates with degrees and therefore sub-degree places (HKIEd being the major provider) had to be reduced, some of HKIEd’s staff inherited from the former teacher training colleges (civil servants) were paid on a higher scale than university professors when they were not trained or prepared to teach up to degree level, and that TEIs were not attracting the best students (common to all TEIs although it was more serious in the case of HKIEd).

These include, but are not limited to, talented young voices giving expression, through word and image, to their expectations of the Organization and those who lead its Member States; scholars, students and teachers who see in their work a discernible United Nations “impact”; college students who adapt the dynamism of the General Assembly’s possibilities to a “Global Model United Nations” that is entirely their own; non-governmental organizations and individuals who breathe new life into long-debated topics with the vigour of a vaster geographical base and greater opportunities for participation; Governments, research institutions and the media, which seek, and can now find, the recorded positions of Member States on key issues in readily accessible form; and the creative community, which sees in matters vital to the Organization’s agenda the chance to reach its audiences in a fashion that informs as it entertains.

In Agenda 21, all countries were called upon to (a) integrate land use and transportation planning in order to encourage development patterns that reduce transport demand; (b) adopt urban transport programmes favouring high occupancy, as appropriate; (c) encourage non-motorized modes of transport by furnishing safe cycleways and footways in urban and suburban centres in countries, as appropriate; (d) devote particular attention to effective traffic management, efficient operation of public transport and maintenance of public infrastructure; (e) promote the exchange of information among countries and representatives of local and metropolitan areas; and (f) re-evaluate current consumption and production patterns in order to reduce the use of energy and natural resources.
