Recent reports indicate a resolve by the insurgents to counter any offensive in Kandahar, as evidenced by the recent assassinations of Government officials, increased intimidation of local populations, and indications of additional fighters positioning themselves in and around the city.

Although DCs have collected the signatures of over 3 000 residents opposing the proposal and Legislative Council Members from a few major political parties have unanimously raised objection, the Government and the MTR Corporation Limited (MTRCL) still persist in their ways despite the opposition.

The Cadbury Commission report on the Financial Aspects of Corporate Governance, on Audit Committees, paragraph 4.35 (b) states that membership should be confined to the non-executive directors of the company and a majority of the non-executives serving on the committee should be independent.

Similar support was given for (i) a subregional workshop involving over 20 women journalists from Morocco, Tunisia, Mauritania, Algeria and Lebanon held in Rabat, Morocco (May 2003), on the management of small- and medium-sized newspaper enterprises; (ii) a workshop on advanced desktop publishing techniques in Amman, Jordan (May 2003) for 20 women journalists from Egypt, Jordan, Lebanon, Yemen and Syria with the aim of helping them to acquire knowledge and skills in the use of ICTs in newspaper operations; (iii) a workshop for 16 African women journalists from Ethiopia, Kenya, Malawi, Tanzania, Uganda and Zambia held in Kampala, Uganda (April 2003) on how to use ICTs to source and report on scientific developments in HIV/AIDS; and (iv) the training of 25 media professionals in Cambodia on sourcing information from the Internet.

During the same period, the Government has been working on the implementation of reintegration programmes, principally through the support project for the socio-economic reintegration of those affected by the conflict in the provinces of Cibitoke, Bubanza and Bujumbura Rural (P3P), the support project for the repatriation and reintegration of disaster victims (UNHCR and PARESI), the programme of voluntary return, resettlement and reintegration for displaced persons living in camps to their native hillsides and more generally through the integrated programme of support for the socio-economic reintegration of those affected by the conflict (UNDAF+) — a joint programme of the Government and the United Nations, launched in March 2010 and operating in the provinces most affected by the crisis (Cibitoke, Bubanza, Bujumbura Rural, Bururi, Makamba, Rutana, Ruyigi and Kirundo).

In this context, it was suggested that both States Parties and the broader implementation community need to make sure that this actually happens, including moving beyond the general discussions of how to ensure that girls, boys, women and men have equal access to the resources generated through implementation of the Convention, and, by asking why progress has been so slow.
